TO BE CONSIDERED APPLY ONLINE AT www.saic.com/career and reference req#127549This position is responsible for providing Quality Engineering and Assurance services for the NASA Expendable Launch Vehicle Program as part of the Kennedy Space Center Safety and Mission Assurance Directorate, Launch Services Program Division. JOB DESCRIPTION: Provides Quality Engineering and assurance services as Applied to independent technical assessment/analysis, validation and verification of flight vehicle and ground mission support systems of NASA Expendable Launch Vehicle missions. Must be capable of technically evaluating and assessing the Launch Service Contractors Quality Management systems, subcontractor quality management, and quality processes related to design, testing, production/manufacturing, launch processing and post-flight activities of Expendable Launch Vehicles. Technically analyzes, evaluates and assesses "non-conformance" systems, identifying areas of concern and/or opportunities for improvement of Launch Contractor quality management systems within design, test/evaluation, production/manufacturing and launch processing. Identifies areas of potential mission and fleet risk posed by quality related issues in design, design modifications, test results, production process changes, and launch processing activities providing analysis of such risks and communicates the risk to the management team. Develops, analyzes and maintains metrics related to Launch Contractor quality systems and process performance. Reviews and assesses problem reports, engineering reports, discrepancy dispositions and other non-conformance products to identify and communicate trends associated with design, development, test, production/manufacturing, and launch processing. Participates in Preliminary Design Reviews (PDRs) and Critical Design Reviews (CDRs), Engineering Review Boards (ERBs), Hardware Acceptance Reviews, and other change boards/reviews as required to identify mission and fleet hardware quality issues. Provides for analysis, review, and development of special studies for quality necessary to independently evaluate special problems, modifications, or changes as related to flight and ground mission support systems. Perform surveillance activities of launch vehicle and spacecraft flight readiness processing activities to evaluate effectiveness of quality management systems and readiness of hardware to support the mission. Develops and presents position papers, technical quality assessments, and presentations to support launch readiness processes. Participates in audits and independent assessments of Launch Service Contractors to determine compliance with NASA Expendable Launch Vehicle and contractual requirements. REQUIRED EDUCATION AND EXPERIENCE: BS in Engineering with a minimum of 8 years experience in Quality Engineeering or Product Assurance related field. A Master's degree may be substituted for 2 years experience. REQUIRED SKILLS: Familiarity with ISO 9000 / AS9100 Quality Systems in the design, production/manufacturing, testing, and/or operations of space launch systems, and/or launch site support systems. Must possess excellent written and oral communication skills, ability to present work to high-level government and contractor officials. Must possess advanced computer skills to include MS Office products and database analysis capabilities. Must possess the capability to work as a team player and must be able to accomplish assigned responsibilities with minimum management supervision. DESIRED SKILLS: Should have a good understanding of engineering processes, change/configuration control processes and possess the ability to understand and interpret engineering/program requirements, and raw non-conformance data. This position requires successful completion of a government background check before commencement of employment.
