Senior Labor and Employee Relations

Tessada & Associates, Inc. is a federal government contractor with over 20 years of experience.  We are a service-based company that values its employees.  We offer an atmosphere of support that allows for personal and professional growth with competitive salary & benefits.  We are currently looking for a Senior Labor and Employee Relations Specialist to support our client, the US Citizenship and Immigration Service (USCIS). This assignment is located two minutes from Union metro Station.

 

The Senior Labor and Employee Relations Specialist provides day-to-day labor & employee relations' services to the USCIS Headquarters workforce.

 

Responsibilities include:Provide advice and guidance to supervisors and managers and employees in the areas of labor relation, disciplinary and adverse actions, and performance management; leave administration, awards, and benefits. Engage in labor negotiations, contract interpretation, and third party proceedings. Meet with the supervisors to obtain information on the issues and/or matters. Research and analyze relative labor and employee relations laws, rules, OPM and DHS policy and guidance and agency policy. Resolve and/or provide advice and assistance in the resolution of extremely sensitive or complex cases presented by management and providing advice on the recommended course of action and assisting in the preparation of the necessary correspondence. Assist in drafting policy & procedure guidance. Prepare a variety of written correspondence.

 

Education, Skills and Experience Requirements:

·  Bachelor’s Degree or equivalent (preferred)

·  A minimum of eight years of relevant experience

·  The specialist must be knowledgeable of Federal Labor and Employee Relations rules, regulations, policies, and procedures, and Federal Service Labor-management Relations Statute, Chapter 71 of Title 5 of the U.S. Code and Related Amendments to 5 USC 5596(b)-the Back Pay Act, Comp. Gen. Decisions, Federal Labor Relations Authority decisions, OPM regulations  

·  Ability to communicate effectively, both orally and in writing

·  Proficiency with MS Excel, Access, Word, Project, Visio, and Adobe Acrobat
