Road Inventory/Classification Systems Specialist
The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon's system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
Road Inventory/Class Systems Specialist There are two regular full time positions located in ODOT's Transportation Development Division - Road Inventory & Classification Services Unit in Salem.
The Road Inventory/Class Systems Specialists positions are responsible for the production of Functional Classification and National Highway System (FC/NHS) designation, maintain transportation systems data and Geographic Information System (GIS) mapping products and system reports, and maintain the Public Road Inventory (PRI) System in support of the Federal Highway Association's (FHWA) mandated Certified Mileage report and the Highway Performance Monitoring System (HPMS).
These positions utilize independent judgment to ensure proper engineering guidelines and principles are used to compile and furnish accurate and relevant information for planning and design products. The salary range is $3134-$4630/month. These positions are located in Salem.
As a Road Inventory/Class Systems Specialist you will:
Interpret Federal Guidelines and determine whether Functional Classification (FC) and National Highway System (NHS) change requests from other agencies meet those guidelines. Implement changes in appropriate databases after approval from FHWA. Communicate and coordinate changes with staff in other program areas. Conduct field studies and compile data on traffic movement and distribution to determine proper FC and NHS that is used to set design speed, design parameters (horizontal and vertical alignments, lane, shoulder and median widths) and federal aid eligibility. Work as a liaison between local agencies and FHWA to create Federal Aid Urban Transportation Boundaries and FC/NHS road networks that meet federal guidelines. Maintain Public Road Inventory (PRI) data. Data consists of roadway attributes such as: surface type, shoulder widths, structures, signing and functional class. Conduct the Annual Revision process which is a method of collecting updated maps, mileage and roadway information from all agencies that have jurisdiction of public roads. Coordinate with the GIS Unit to integrate the Annual Revision process with the OR-Trans framework project. Use advanced computer programming (mainframe, SQL, GIS) to conduct data analysis and generate reports to answer questions and provide supporting data to planners, road designers and others. Position Qualifications include: A Bachelor's degree in Civil Engineering, Surveying, or Transportation-related Engineering and one year civil engineering or surveying experience; OR An Associate's degree in Engineering Technology or Surveying from a recognized community college or technical school of engineering and two and one-half years of engineering or surveying experience. One year of this experience must have been working independently or as a senior member of a team or work group; OR Four years of para-professional engineering or surveying experience. One year of this experience must have been working independently or as a senior member of a team or work group; OR An equivalent combination of education and experience. Employees in these positions must possess and maintain a current, valid driver's license and an acceptable driving record.
