JOB DESCRIPTION:
This position provides direct support to PNNL's Integrated Systems Solutions Product Line by serving as a site manager in support of the Radiation Portal Monitor Project (RPMP). Within the RPMP, this position reports to a Vector Lead within the Deployment Task. This position will provide technical and management support to multiple U.S. ports of entry, possibly to include seaports, land crossings, rail crossings, and mail and courier facilities. This position requires high-visibility interactions with senior government officials in the Department of Homeland Security, regional and local officials in U.S. Customs and Border Protection, state and local officials, and industrial suppliers. It requires managerial and technical leadership skills, the ability to plan and execute work to design and schedule, and knowledge of fixed and mobile RPMs. This position requires full-time hours but on a temporary/project basis.
NATURE AND SCOPE
It is anticipated that the incumbent will support multiple RPM deployments, possibly across more than one vector. The incumbent may also be asked to support related complex, nationally important and challenging tasks within the RPMP. Demonstrated success in technical leadership, teaming, and national operations situations, plus a demonstrated ability to interact positively with clients and senior project managers is essential.
The candidate will provide direct technical and management expertise, with on the ground decision and implementation responsibility. In this capacity, the candidate will utilize his or her own technical and management expertise, supplemented by management and staff from subcontractors, DHS clients, and equipment vendors. Specific requirements include:
· Demonstrated organizational skills with ability to prioritize work assignments and budgets and adjust schedules based on changing requirements. The ability to work with and manage multi-laboratory staff and interagency teams, and to interface with senior project management effectively and in a timely manner.
· Ability to provide thought leadership and managerial leadership to all aspects of RPM deployments at ports of entry.
· Ability to manage diverse RPM deployments from design through to commissioning, including ability to make good decisions regarding "as built" versus "designed" RPM installations, and the ability to find technically excellent, cost-effective solutions to difficult RPM field deployment problems.
· Demonstrated ability to work proactively with HQ clients, regional and local CBP personnel, port authorities, and private enterprises associated with individual ports of entry.
· Ability to independently initiate and carry out new technical activities to support RPM deployments and related tasks, including leading major project tasks and/or small projects.
· Ability to provide consistent communication link between internal and external clients when PNNL project managers are on frequent business travel.
· Ability to perform technical activities as directed by PNNL program/project managers.
· Working knowledge of all major aspects of the technical scope of the RPM Project, - RPM Project management organization and approach, and in-depth knowledge of deployments, including fixed and mobile RPM systems.
· Demonstrated ability to provide management oversight of assigned project activities, including project planning, budgeting, documentation, performance tracking, and reporting.
· Ability to interface with PNNL project management support and contracts staff to implement assigned project activities.
· Excellent verbal and written communication skills with a demonstrated ability for writing both technical and layman documents in a clear and understandable manner.
This position is accountable to the RPM Project Manager for:
· Overseeing assigned technical and management tasks to ensure they stay within technical scope, budget and schedule, while complying with Program policy. Identifying cost-effective technical solutions to difficult deployment problems.
· Providing technical expertise and coordination.
· Identifying opportunities for expansion of PNNL business within DNDO and CBP, and providing recommendations to the Program Manager.
· Providing immediate and first-hand communications between PNNL and appropriate DNDO and CBP clients as needed.
The incumbent is accountable to the PNNL Vector lead for the following:
· Responsible for ensuring that work scope is planned and executed within the approved technical and management guidelines.
· Responsible for identifying cost-effective means of implementing program objectives and communicating those approaches to the Vector Manager and other site managers as appropriate.
· Providing advice and recommendations to the Vector Manager regarding technical efforts and processes.
MINIMUM REQUIREMENTS
Bachelor's degree plus 7 years of experience or advanced degree plus 4 years of experience. Independent contributor. Fully functioning, fully knowledgeable of theory, principles and practices. Broad based generalist or an in-depth specialist.
QUALIFICATIONS
Successful experience in a wide range of technical and management situations, as well as a demonstrated capability to interact successfully with Government clients and senior program mangers is essential. The position requires the incumbent to understand and implement the objectives and goals of RPMP and to aggressively manage deployment activities to meet those goals. Specific requirements include:
· A Bachelor's degree in a technical field with 7 years of related experience or an advanced degree with 4 years of related experience in technical project implementation. Given the nature of the projects the preferred technical field should involve nuclear and/or engineering related education. However, a broad engineering, science, or policy education with aptitude to engage in new technical areas is acceptable.
· Demonstrated ability to work proactively with clients and to independently initiate and carry out new activities.
· Demonstrated ability to work in a highly politically sensitive environment due to the complex nature of ports of entry and the multiple agencies and businesses that are associated with each.
· Demonstrated organizational skills with ability to prioritize work assignments and adjust schedules based on changing requirements.
· Knowledge of contracting principles and business practices within the government and business arenas; knowledge of a wide range project management, marketing, and financial practices; advanced knowledge of business standards and practices.
· Excellent verbal and written communication skills with a demonstrated ability for writing concisely and clearly.
