NEW YORK CITY DEPARTMENT OF EDUCATIONDISTRICT 79PROJECT ANALYSTPosition Summary: Reporting to the Director of Budget of District 79 (D79) the Project Analyst will play a critical role in supporting all aspects of the D79 Budget Team. This staff member will be a key partner in managing projects and providing high-level policy advice, often of a confidential nature, to the Director of Budget.Reports to: Director of BudgetDirect Reports: N/AKey Relationships: The Project Analyst will play a critical role in supporting all aspects of the D79 Budget Team. This staff member will be a key partner in managing projects and providing high-level policy advice, often of a confidential nature, to the Director of Budget. Works closely with the Director of Budget and the Budget Associate in developing financial policies and guidelines and supporting the process for implementing improvement initiatives for D79 programs.RESPONSIBILITIES: Manages projects including, but not limited to, district and program budgets, procurement, grants, operations, contracts, facilities, human resources and technology. Develops need-based budgets for the District and D79 programs as requested by the Director of Budget, e.g., summer school and FY09 program budgets. Conducts complex quantitative and qualitative analysis of the District and D79 program budgets. Develops a budget release calendar customized to the unique funding sources of D79 programs. Composes weekly, monthly, quarterly and annual financial statements, e.g., unscheduled lumps sums in program OTPS balances, Galaxy discrepancies, etc. Runs regular Galaxy reports to identify trends in district and program budgeting and expenditures. Makes all D79 program budget modifications as requested by the Director of Budget. Participates in developing and implementing training programs in program-based budgeting for principals, business managers, and purchasing secretaries. Develops and maintains a grant-tracking database that will enable D79 to be informed of new and expiring grants. Researches, identifies and writes grants that will increase private and public funding for the district. QUALIFICATIONS:Minimum A Baccalaureate degree from an accredited college in finance, accounting, business or public administration, or a closely related field and three (3) years of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; educational or public administration, economic planning, fiscal management, or a related area.Preferred M.P.A./M.B.A from an accredited university and at least 2 years of professional experience. Excellent analytical skills, including experience gathering, analyzing and interpreting data. Experience in a customer service-oriented environment. Experience in an educational environment. Grant writing and management is a plus.
