Employer: U.S. Department of Transportation Federal Highway Administration DESCRIPTION OF AGENCY/OFFICEAs a Program Analyst in the Federal Highway Administration’s Management Services Division, you will serve as the senior analyst and agency advisor, addressing agency support programs primarily related to space, communications, physical security and safety. Assignments require application of management and technical knowledge and skills to achieve solutions or improvements to nationwide programs. Actions taken at Headquarters or the field will have an impact on the agency as a whole. The ideal candidate for this position will have: n Knowledge of advanced management decision-making concepts, principles, methods, systems, and techniques involved in formulating and developing program studies, investigations, approaches, and analyses. -- AND – n Knowledge of related fields, including statistical analysis techniques, economic concepts, financial management, cost-benefit analysis, as well as related staffing resources and equipment utilization techniques, methods, and concepts. Position: TITLE, SERIES & PAY GRADE – Program Analyst (Space & Communications) GS-0343-12/13 GS-12 salary range -- $69,764 to $90,698 GS-13 salary range -- $82,961 to $107,854 LOCATION OF POSITION – Washington, DC THIS POSITION IS OPEN TO ALL QUALIFIED UNITED STATES CITIZENS As a Space and Communications Program Analyst, you will: -- Guide contacts from various FHWA offices in developing space programs that adequately reflect the space requirements of the offices while observing the provisions of the FHWA National Work Space Plan. Works directly with agency and Departmental officials, including office heads, property management staff, and communications staff to ensure final space plans meet agency and programs needs and are completed on schedule. Advises FHWA customers on the development of space layouts and construction loans for FHWA offices throughout the country and coordinates with regional GSA offices to facilitate alterations and relocations. May serve as the collateral duty safety officer and also as a member of the COOP team. -- Review and analyze proposed space changes for the Real Property program for FHWA offices nationwide. Ensure space requests and recommended renovations are in compliance with appropriate FHWA, DOT, and GSA guidance and regulations. Make recommendations to Team Leader based on complete analysis. -- Under the direction of a Team Leader, assist in the conduct of systematic and comprehensive surveys, studies, and analyses to improve the efficiency, effectiveness, and economy with which team programs and operations are carried out. Studies may involve professional or highly technical subject mater, which require a comprehensive knowledge of Division programs and an awareness of policy. -- Assist the Team Leader in the development and implementation of space and telecommunications management decisions. This includes development of space requests, coordination with field contacts, coordination with the General Services Administration (GSA), and site visits. -- Assist the Team Leader in managing the rent account for all Washington Headquarters and field offices, and provide for the preparation of all analyses, reports, and correspondence thereof. -- Plan and direct the expenditure of budgeted funds for all space activities and prepare annual budget estimates for the team to be used in the preparation of the central support budget.
