Summary
Under the supervision of the Program Officer III and the Director of Planning & Development, the Program Officer II plans and develops programs, acts as a liaison to the Board of Commissioners, community based organizations, governmental entities and community leaders.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Plan, develop, implement and manage all component and elements of the organization's initiatives and projects that are assigned.
Develop resource and leveraging opportunities to increase the level and scope of comprehensiveness of assigned initiatives and projects for the organization.
Complete needs assessments activities in a timely manner to identify appropriate programmatic objectives, funding approaches, leveraging opportunities and policy activities.
Conduct data and fact finding searches on financing issues and funding trends for children and family services,
Develop and maintain relationships with other funders and grant makers to maintain and sustain the organization's initiatives and projects.
Initiate and promote linkages among and between public and private agencies, groups and individuals through collaborative activities and active communication.
Provide agency support for the integrated and comprehensive delivery of service to existing federal, state, and local programs.
Coordinate public and community meetings, to include the drafting, posting and distribution of agendas, notifying committee members and the public of meetings, and preparing and distributing meeting materials.
Initiate community outreach and serves as a liaison to the Los Angeles County Service Planning Area Councils, community-based organizations, governmental agencies and other county agencies.
Assist in the development of materials and reports for the organization. Make presentations at Commission meetings. Respond to requests from the public regarding the organization in a timely and appropriate manner.
Communicate and collaborate with key experts and stakeholders regarding the organization's projects, initiatives and strategic planning.
Plan, coordinate and implement funding processes (LOI, RFQ, RFP) and make funding recommendations to the board including those processes to prepare selected applicants to receive grants.
Identify and establish working relationships with funders, representatives from the public and private sector, academia and social service systems.
Identify and cultivate partnerships that create opportunities to expand the organization's funding base on children and family initiatives.
Assist in the creation, enhancement or expansion of linkages to facilitate financial and social capital leveraging.
In collaboration with the Public Affairs Department, develop and manage community outreach strategies to enhance the organization's ability to communicate with the diverse segments of Los Angeles County.
Formulate and recommend policies related to the programs administered by the organization.
Monitor and analyze local, state and national policy issues related to children and their families.
Write and present reports to the Board of Commissions and the general public.
Create sound, practical applications.
Develop and supervise the implementation of consultant contracts.
Coordinate with all departments within the organization, as appropriate, to ensure efficiency and comprehensiveness of product designs including Research & Evaluation, Public Affairs, Policy, Grants Management and Finance. Coordinate with board members as appropriate on projects, initiatives and strategic planning.
Function as a Team Lead or co-lead on larger initatives and projects; in this capacity provide mentorship and support to other team members.
Represent the organization in meetings and conferences as assigned.

Qualifications

Education*
Bachelor's degree (B. A.) from an accredited four-year college or university in the field of social science, psychology, health, education, behavioral sciences or a related discipline.
Experience*
A minimum of 8 years of related experience in program management, planning, grants management or contracting in a health or human services setting. Experience working in a not-for-profit or public agency setting is desirable.
*An equivalent of training and experience may be substituted for the educational requirement. Every two (2) years of applicable experience may be counted towards one (1) year of the post-secondary education requirement.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of Contact Management systems; Internet software; Project Management software; Spreadsheet software and Word Processing software.
Certificates, Licenses, Registrations
Valid California Driver License.
Valid automobile liability insurance.
Other Skills and Abilities
Budget preparation and management skills.
Grant writing skills and experience in managing grant and proposal processes.

Knowledge of:
- principles of program planning and implementation

- childcare issues, including issues surrounding access to health care,
- prevention programs related to child abuse, substance abuse, and/or teen pregnancy
- research and evaluation principles
- community outreach and community organizing techniques
- financing of child and family services
Cultural awareness and sensitivity, to include an understanding of the importance of culturally appropriate materials, evaluation designs and data gathering tools.
