HIRING INFORMATION
Â
·        There is one full time continuing Legislative Fiscal Analyst 1 position to be filled in the Legislative Fiscal Office.
Â
·        The Legislative Fiscal Office is a permanent, non-partisan legislative service agency committed to supporting the Oregon Legislature’s ability to make information-based financial and policy decisions and achieve a balanced state budget. The office analyzes and makes recommendations on state expenditures and financial affairs, analyzes the Governor's budget, and reviews the organization and functions of state agencies.

·        The Legislative Fiscal Analyst 1 works with other staff of the Legislative Fiscal Office in providing non-partisan staff support to the Joint Committee on Ways and Means, State Emergency Board, Joint Legislative Audit Committee, and the Joint Committee on Information Management and Technology. The position also works with other legislative staff including committee administrators and Legislative Counsel.Â

·        The primary emphasis of this position is on the preparation of fiscal impact statements on substantive legislation and program evaluation. This position has duties that overlap with other analyst classifications, including budget analysis.

·        This position is located within the legislative branch of government and requires the willingness to maintain a non-partisan and impartial manner while working in a political environment.Â

·        The successful candidate should be prepared to begin work no later than October 20, 2008.
Â
DUTIES AND RESPONSIBILITIES
Â
·        Prepares fiscal impact analysis on substantive legislation for a defined program area.
Â
·        Accurately interprets and analyzes substantive legislation for fiscal implications.
Â
·        Conducts program evaluations to assist the legislature with policy decisions associated with allocating resources and organizing and staffing all agencies of state government.
Â
·        Translates large amounts of financial, performance, statistical, and other program information for legislators which may lead to the identification of policy choices and recommendations for changes in public policies, resource allocations, or the operation of state agencies.
Â
·        Employs advanced quantitative methods to retrieve, organize, and interpret data
Â
·        Writes and presents analysis and reports to the Legislative Assembly and its various committees.
Â
·        Prepares instructions for the drafting of legislation.
Â
·        Provides budget analysis on agency budgets

MINIMUM QUALIFICATIONS
Â
·        A bachelor’s degree in a field of study that uses quantitative methods to analyze public policies and their administration, and
Â
·        Two (2) years experience analyzing and evaluating public budgets and programs, OR
Â
·        A satisfactory combination of education and experience sufficient to demonstrate the desired attributes listed in the experience section of this recruitment notice.Â
Â
DESIRABLE ATTRIBUTES
Â
·        Work with state or local budgets, database systems, and programs, quantitative methods, research techniques, legislative processes and procedures, and report writing;
Â
·        Operate a personal computer to retrieve, edit, and manipulate data; interpret budgets, laws, rules or regulations, technical data, and reports; and write clear and concise narrative statistical reports which include tabular and graphic presentations;
Â
·        Independently plan and implement research projects, evaluate qualitative and quantitative data, work effectively in a legislative environment, and orally communicate technical information effectively.
Â
·        Preference may be given to individuals with broad programmatic or fiscal analysis experience.
Â
·        Experience utilizing database systems and their associated query tools.
