Internal Oversight Manager

PURPOSE: The primary purpose of this position is to assess, analyze and coordinate mitigation of operational risk throughout Oak Ridge National Laboratory (ORNL) and communicate results to senior management. The incumbent will perform analysis, and track and report trends, including integrated performance analysis.

MAJOR DUTIES/RESPONSIBILITIES:
- Serves as the Audit and Oversight Internal Oversight Manager
- Develops, organizes and directs a risk-based internal audit plan and may lead those audits/assessments that are complex and/or involve sensitive issues
- Establishes and delegates execution of the annual work plan through accurate risk assessment, reports the results and presents pragmatic recommendations to strengthen risk management, control and governance
- Monitors action taken on the recommendations and reviews the adequacy and effectiveness of implementation
- Monitors emerging risks and integrate risk management principles consistent with the strategic framework and the risk budget of the laboratory
- Responsibilities and projects range from complex to highly complex and require considerable independent judgment and initiative as well as the use of analytical modeling, data analysis and business problem solving skills
- Responsible for performing enterprise risk monitoring, analysis, and reporting
- Advises the Audit and Oversight Director of results of independent senior management reviews of the systems, operations, programs, processes and activities within the Laboratory
- Ability to strategize across all levels of the organization and to identify potential problems which may require further analysis
- Maintains a strong commitment to the implementation and perpetuation of values and ethics


QUALIFICATIONS REQUIRED: Bachelor’s degree in a scientific, technical or business discipline is required with at least five to ten years of experience in facility operations, research and development activities or other related programs. Advanced degree is desirable. Demonstrated flexibility in leadership by performing and/or overseeing change initiatives not only in the performance/risk analysis and compliance issues but also in the analysis of complex human resources, budgetary, financial or administrative management policy and programmatic issues. Ability to identify key strategic issues, opportunities and risks. Excellent written, interpersonal and communication skills are essential as well as the ability to articulately convey ideas and concepts. Must have demonstrated experience in preparing and delivering presentations to senior management personnel. Must enjoy problem solving and posses good attention to detail. You will also be expected to develop your skills and support the wider goals of the organization. Incumbent must have the ability to adapt quickly and easily to new and challenging positions and a high measure of success will be based on the candidate’s promotability. Possess excellent awareness of operational risk and control, previous experience of process analysis and excellent analytical skills. Ability to influence all levels of organization effectively in order to gather appropriate information and to agree to effective actions. Progressively responsible experience in operational risk management is required. Candidate must have the ability to acquire and maintain a “Q” clearance.


WORK DIRECTION AND INTERFACES: This position reports to the Audit and Oversight Director. The scope of work will involve interactions with various disciplines/directorates throughout ORNL (i.e. Finance, ESH&Q, Research organizations, etc.).
