DescriptionTask 1 – Maintain Grant Tracking SystemThe contractor will assist the Office of Grants Management (OGM) in establishing and maintaining its automated systems support for tracking of new, continuation, supplemental, and revision applications from receipt to preparation of award documents and mail out. Task 2 – File ManagementThe Contractor will assist OGM in establishing and maintaining its official grant files as follows:• Maintain official grant files for new and continuation discretionary grant awards for the current operational year and two prior years.• Enter and record receipt of Progress Reports and Financial Status Reports in the Grants Administration, Tracking and Evaluation System (GATES).• File correspondence, Program Progress Reports, Financial Status Reports, applications, grant award documents and other business-related grant materials in the official grant files.• Distribute grant-related materials to grantees, program officials and place in the official grant files, as needed.• Archive official grant files in the file room as needed.• Make copies of grant materials as necessary in response to Freedom of Information Act (FOIA) requests.Task 3 – Support Grant Closeout ActivitiesThis task requires the Contractor to perform numerous tasks essential to ensure the timely closeout of OGM's expired grants. Task 4 – Internal Software ProficienciesIn addition to establishing and maintaining automated systems support for tracking applications identified under Task 1, the OGM is responsible for preparing correspondence; financial, statistical and other reports as necessary; and pertinent information to present at meetings, workshops and conferences. The contractor will assist OGM in preparing these documents, ensuring that they are formatted properly and professionally. Therefore, the contractor must be proficient in MS Word, Excel, PowerPoint, and Outlook.Task 5 - Support Audit Resolution ActivitiesThis task requires the Contractor to perform various activities designed to ensure the complete, timely resolution of all audit findings contained in audit reports of the Office of Family Assistance (OFA) grantees. These grantees are required to obtain independent audits of their financial operations. The findings of these auditors are documented in audit reports submitted to OGM and must be promptly resolved. The audit findings can result in a cost disallowance taken against the grantee or a requirement for a grantee to correct internal control weaknesses. Task 6 - Support Grant Award and Administration This task requires the Contractor to perform various activities in support of OGM's award and administration of discretionary grants. These activities provide necessary support to the Grants Officer (OGM) in the management of OFA grant programs and require effective interaction with the Project Officer (OFA) and other Federal staff and with applicants/grantees. Task 7 - On-Site Reviews and Fact-FindingThe contractor will participate in on-site reviews and investigate selected aspects of OFA grantee's management of Federal grants and grant funds. These reviews are generally not full-scale, traditional audits of a grantee's internal controls, fiscal management systems, etc., but may involve verification of proper expenditure of approved funds, investigation of suspected fraud, theft or misuse of Federal funds, identification of the source and use of funds in a particular grantee account, improper allocation of costs among various funding streams. The contractor will prepare post site visit reports that disclose the grantee’s strengths and weaknesses.
