 We are currently seeking applicants for 12 MCOE/BRAC POI Training Developers (six with Armor background and six with Infantry background),  I thought you would be an excellent fit for this position. If you would like to discuss this position further, please call me at my office. Robert MageeESG- Engineering Services Group800-258-1465 x204 Robert.Magee@esgjobs.com  The Contractor will perform systems training analysis and develop training strategies supporting the Army Transformation Program, and directed BRAC consolidation of the Armor and Infantry Schools forming the Maneuver Center of Excellence (MCoE) at Fort Benning. 

2.3 Task.  Each of the six Armor selectees will join six Infantry selectees forming a team of 12 (one of whom will be the Team Leader and primary contact point) to support the preparation and follow-on activities required by the BRAC-directed movement of Fort Knox’s Armor School to Fort Benning, forming the MCoE. The primary focus of the Team is to determine resource requirements through review and analysis of all Soldier and Leader Programs of Instruction (POI) for Armor and Infantry school courses, to ensure resources required are planned, scheduled, and in place prior to the projected start date of these courses, IAW current published MCoE timelines. The secondary focus is to identify potential movement bottlenecks, and recommend solutions for mitigation. Tertiary focus is to expedite the implementation of solutions.

2.3.1 The team will validate BRAC timelines and milestones for movement. Based on and including the validated BRAC data, the team will create and maintain a fully accessible planning calendar, with sufficient flexibility to adjust for unforeseen changes as needed. Once validated, the team will prioritize POI reviews accordingly for Government approval. Details and sources are to be included on entries wherever appropriate (i.e. “M-ANCOC movement from Knox to Benning 1QFY11. POC: 1SG Jones”).  Provide initial draft report NLT 31 Oct 08 and final copy report NLT 1 Dec 08 to the COR via e-mail and hard copy.  Provide input on the consolidated Contractor monthly report for progress made in these areas.  Written reports (Word format) shall capture key points, timelines, issues within the program(s) and Contractor recommendations to resolve or mitigate these issues to the COR for review and approval. 

2.3.2 Each team member will create compiled MCoE POI products.  For each course taught at both Benning and Knox, the team will transition the two Schools’ parallel POI into one MCoE POI product (if applicable), which will then be approved by the Government and sent to TRADOC for validation of the MCoE resource requirements. Affected courses for analysis and combination include, but are not limited to: ICT, IET, OCS, IOBC, BOLC II, BOLC III, ANCOC, BNCOC, MCCC, and Abrams/BFV MG.  Provide input on the consolidated Contractor monthly report for progress made in these areas. 

2.3.3 Team members will create a resources matrix.  In reviewing Soldier and Leader course POI, the team will determine, in crosswalk format, current and projected Ft Benning resources required for the consolidated Infantry/Armor School standup at Ft Benning. Those resources include, but are not limited to: classrooms and classroom equipment; ADP equipment and related requirements (fiber optics, bandwidths, relays, servers, etc.); ranges and range support; transportation requirements; billeting support; ammunition; Instructors, Safety personnel, and personnel support; TADSS.  The team will provide initial crosswalk/matrix recommendations NLT 31 Jul 09 and final copy NLT 1 Sep 09 to the COR via e-mail and hard copy. 

2.3.4 Team members will identify resource issues by conducting a thorough analysis of current POI resource requirements for Armor and Infantry Courses at Fort Benning.  The team will compare these resource requirements to current and planned Benning resources to reveal gaps or overlaps (excess) in resourcing, or verify adequacy therein. The team will identify each resource issue and recommend course(s) of action to resolve identified resource excess or gaps. Issues of emergency and urgency shall be brought to the attention of the COR immediately upon discovery.  The contractor shall provide initial resource analysis recommendations NLT 31 Jul 09 and final copy NLT 1 Sep 09 to the COR via e-mail and hard copy. 

2.3.5 Team members will identify movement issues. In cooperation with the BRAC teams and strategic planners, the Contractor shall identify and coordinate movement requirements, identify potential movement bottlenecks, and recommend solutions for mitigation. The team will brief the COR as needed, and include new discoveries in the monthly report input.  Provide input on the consolidated Contractor monthly report for progress made in these areas. 

2.3.6 The Team Leader will brief the USAIS G3 and DPTMS on a Quarterly basis on the status of this effort.  Briefings should be in PowerPoint format and cover the current status of this entire contract effort.  Read ahead packets will be sent to the COR 1-week prior to actual briefings. Briefing dates and times will be scheduled by the COR. 

 

2.3.7  The Team Leader will provide written monthly input, in Word format, on the monthly contractor report for the COR on the progress of each of the assigned tasks NLT the 5th calendar day of each month, to include status and progress toward suspense completion, issues and resolution, travel, and anticipated work for the following month.

 

2.3.8 The team will maintain a Continuity Book, and shall review/update NLT the end of every quarter, with any changes/additions to the enclosed material.  The team will maintain this book such that it is ready for quarterly review by the COR if and when requested.  The COR will review and approve within 10-working days from receipt.  The book shall contain: table of contents, individual contract listing, POC, goals, calendar events with milestones, and additional information the Contractor determines necessary for program continuity. 

EDUCATION 

Minimum of M-ANCOC or MCCC graduate. 

REQUIRED EXPERIENCE 

1.  Must be U.S. citizens and have a favorable National Agency Check.

2.  Former military experience.  Armor senior NCO including OIF/OEF.

3.  Experience as a Training Developer.

4.  Working knowledge of TRADOC Regulation 350-70, Systems Approach to Training Management, Processes and Products, March 1999.

5.  Working knowledge of DA Pamphlet 350-38, Standards in Weapons Training.

6.  Working knowledge of the Army Force Generation (ARFORGEN) model.

7.  Working knowledge of Microsoft Office Suite, to include Word, Excel, PowerPoint, Project, and Outlook.

8.  Working knowledge of Automated Systems Approach to Training (ASAT) data base.

9.  Working knowledge of Armor occupational specialties (MOS) and institutional POI training requirements for each.

10.  Working knowledge of FM 3.0 and FM 3.100-40.

11.  Experience as an Infantry/Armor Course Manager for Team Lead Position. 

DESIRED EXPERIENCE 

1.  Working knowledge or experience with Infantry and/or Armor branch training (Live, Virtual, and Constructive), doctrine, organizations, and combined arms training strategies.

2.  Working knowledge of Army programming and budget processes.

3.  Ability to utilize analytical tools and techniques, such as war games and simulations.

4.  A detailed working knowledge of Infantry and/or Armor Officer tasks and shall apply that knowledge in coordinating and evaluating existing training materials to recommend additions, deletions, and to develop the targeted training.

5.  A detailed working knowledge of Infantry and/or Armor noncommissioned officer tasks and shall apply that knowledge in coordinating and evaluating existing training materials to recommend additions, deletions, and to develop the targeted training.

6.  A detailed working knowledge of the Warrior Tasks and Battle Drills (WTBD) and the Basic Combat Training POI and shall apply that knowledge in coordinating and evaluating existing POI and supporting materials to recommend additions, and deletions to develop targeted training.
