SCOPE OF WORK:

Senior department manager under the general supervision of the City Manager or an Assistant City Manager.  Responsible for the administration, supervision, and inter-departmental coordination of six divisions including Engineering Services, Transportation, GIS, Code Administration, Planning and Community Development.

BUDGETARY RESPONSIBILITIES:

Prepares and administers the annual departmental budget.  Monitors expenditures during the year and makes recommendations for budget modifications or additional funds.

ESSENTIAL JOB DUTIES:Administration of six major divisions (Engineering Services, Transportation, GIS, Code Administration, Planning and Community Development.) Develops and presents departmental plans to the City Manager and City Council. Develops and prepares special project reports for the City Manager and City Council including budgeting, planning, development and implementation of said projects. Assigns and reviews plans and projects for growth and planning for the six divisions. Performs related duties as required.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Ability to sit, stand and transport self from building to building.  Employee will be exposed to seasonal temperatures while inspecting sites.

REQUIRED CONTACTS:

Ability to effectively communicate with City Council, Boards and Commissions, citizens of the City of Midland, employees and special groups requiring departmental information as needed.Job Requirements:

REQUIRED QUALIFICATIONS:

Knowledge, Abilities and Skills

Requires strong organizational and budgeting aptitude, as well as project coordination experience.  Must demonstrate strong management skills and understanding of engineering concepts relating to transportation, planning and overall community development.  Ability to use personal computer.

Minimum Education, Experience and Certification

Bachelor Degree in a related field required, Master Degree preferred.  Requires five years of senior management experience at a departmental level or higher.  Licensed Professional Engineer a plus.  Valid Texas drivers license required.
