Director of Contracts

THE CENTECH GROUP is seeking a Director of Contracts with 10 years of Government contracting with Performance based Contracts and IDIQ vehicles for FFP and T&M type orders.  The Director of Contracts will review and analyze contract requirements to determine contractual obligations and provide continual review and administration to ensure that all terms and conditions are met and that any problems are identified and resolved in a timely manner. This individual will exercise judgment within defined practices and policies in selection of methods, techniques, and evaluation of criteria for obtaining results. Individual selected will work as required with other functional areas to ensure that budgets, schedules, compliance, quality and performance requirements are met.

Requirements

10 years of experience with Government contracting with Performance Based Contracts and IDIQ vehicles for FFP and T&M type orders. Comprehensive knowledge of contracts/procurement processes & procedures. Demonstrated ability to communicate effectively with internal technical, management and administrative staff, as well as external customers. Highly motivated, problem-solving, multi-tasking individual who works well in a fast-paced dynamic environment is essential. Experience with development of complex spreadsheets required.  Experience with Deltek is a must.

 

Education/Experience: BS in Business Administration (or related field) with 10 or more years of Contract Administration experience with a Government Contractor.

 

Essential Duties and Responsibilities:Interface with the Contracting Officer and subcontractors Provide advisory assistance for any new request for proposal (RFP)/ request for quotation (RFQ) activities; review RFP/RFQ for risk assessment; provide advice for teaming strategies; draft/review Teaming Agreements and NonDisclosure Agreements. Provide interpretation, guidance and risk assessment to management on matters of a contractual nature. Ensures compliance with internal purchasing policies including receipt of all required requisition forms with approvals. Prepare and draft request for proposals, subcontract agreements, task orders and modifications. Evaluate and negotiate terms and conditions, and pricing proposals in a timely manner. Knowledge of government acquisition laws, regulations and guidelines. Receive and track Subcontract invoices. Advise management on any aspect of the project execution which deviates from the requirements of the Contract. Assist in the preparation of proposals; Research and resolve contract/subcontract issues, disputes, terms/conditions, etcMaintain master hardcopy contracts and subcontracts files. Monitor contract cost performance; address notification of funding limitations; coordinate pursuit of new funding with the internal team Possess strong skills in organizing, and managing time across multiple tasks and customer needs; capable of working independently. This person will manage the contract staff and oversee and monitor the procurement staff.
