The New York City Human Resources Administration (HRA) Office of Child Support Enforcement (OCSE) is a large, dynamic governmental organization located on the southern tip of Manhattan. We seek a management professional with a commitment to public service and a desire to make a difference in the lives of the families we serve, to function as Director of Special Investigations. The New York City HRA/Office of Child Support Enforcement (OCSE) is responsible for the establishment of paternity and for the establishment, enforcement, and collection of child support. The NYC OCSE is the largest child support enforcement unit in the state and one of the largest in the country, with approximately 900 staff managing over 415,000 cases, collecting $641 million dollars last year.
The Director of Special Investigations reports to the Executive Director of Investigations and Enforcement and provides management oversight and direction for the unit’s operations. S/he directly supervises four investigators to identify non-compliant non-custodial parents and develop criminal cases against individuals intentionally avoiding paying court ordered child support, and those who meet the requirements of prosecution established by State Penal Law and/or Federal Law. The Director meets directly with representatives of the Family Courts, District Attorney’s Offices, the U.S. Attorney’s Office and other prosecutorial and law enforcement agencies to investigate and prosecute non-custodial parents willfully avoiding child support obligations. Collaborative efforts and communication with prosecuting entities are necessary to ensure that child support orders are enforced and families receive child support monies they are entitled to. Additionally, the Director acts as OCSE’s liaison to the State Attorney General’s office for prosecution of individuals who provide false statements when applying for NYS professional licenses.
Required Qualifications: Candidates must have a Baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency.
Preferred Skills and Experience: Additionally, interested candidates should demonstrate successful management experience in the fields of investigations or law enforcement, and possess excellent verbal and written communication skills, interpersonal, analytical and organizational skills.
Salary Range: $54,578 - $135,240
