Utilize contractor expertise to provide Advisory and Assistance Services (A&AS) support to bring a synchronized approach to Cyberspace Operations by properly developing planning products to explain the concepts, staffing mechanisms to gain approval, implementing to generate effects against the enemy, and managing changing follow-on planning requirements in future versions of the plan. Contractor personnel shall perform all planning, implementation, coordination, and analysis of the mission to meet the requirements. This PWS addresses the requirement for contractor support to assist J53 in the development of USSTRATCOM Cyberspace Operations Plans. The contractor shall use current doctrine, publications, and coordination with other responsible organizations involved with USSTRATCOM Space Operations as a basis for planning and support. 5+ years Cyberspace exercise experience (objectives, scenarios, plans) Cyberspace operations policy and implementation Cyberspace plans, Annexes to CONPLANs, OPLANS Cyberspace support to COCOMs Commander?s Estimates and objectives development Excellent written/oral communications and teamwork skills.
