Contract Specialist/Contracting Officer
Incumbents will serve as a contracting officers and contract team leaders in the Natick Contracting Division (NCD) supporting multiple customers. You will be responsible for conducting all facets of the acquisition process to include conducting acquisition strategy meetings, presolicitation activities, source selection or best value evaluations, contract award, and contract administration for complex, multimillion dollar acquisitions (with a particular emphasis on R&D and Production contracts which may support ACAT programs). You will be responsible for providing contracting officer support to a team of lower graded or less experienced contract and procurement technicians which includes providing them with guidance in the current application/understanding of fundamental acquisition principles and regulations.

QUALIFICATIONS REQUIRED: Click on link below to view qualification standard. General Schedule Position requires demonstrated ability to negotiate very complex and unique contracts that can accommodate changing business environments and economic uncertainties. Experience adapting acquisition reform and streamlining initiatives into practical and useful tools. Knowledge of procurement principles to include the creation and administration of hybrid contracts employing principles of both fixed-price and cost contracts. Knowledge of acquisition planning to develop a plan to procure a multiyear program. Knowledge related to the processing of unsolicited proposals, multiple awards, special provisions relating to proprietary rights, and rights in data. Knowledge and skills related to employing the techniques of the best value acquisition continuum. Experience conducting contract negotiations with high level academic, industry, scientific, and/or Government officials. The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Individuals who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 20, 2000, are also exempt from meeting this requirement. Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level 3 in Acquisition Career Field Contracting within 24 months of entrance on duty. Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. Direct Deposit of Pay is Required.
