Job Description Must be able to develop, negotiate, track, and execute complex contracts. Preparation of proposals, including RFP/RFQ analysis, pricing, contract negotiations and administration of contracting activities and interaction with customers/contractors in accordance with Government policies and procedures, applicable laws, and sound business judgment. Maintains and monitors contracts database and contract files for conformance to contractual requirements. Prepares contract budget analysis and financial reports as required. Consults with Directorates to ensure the appropriate resources (funding, manpower, equipment, etc.) are identified for the life of the contract. Establish in-house contracting policies and procedures and ensure they are followed. Analyze RFPs for business risks and other compliance issues. Serve as the point of contact for both oral and written communications with Government Contractors. Provide sound business/regulatory/compliance advice and guidance to management regarding business development, contracts performance, risk avoidance mitigation, and problem resolution. Monitors contract performance for conformance to contractual requirements. Performs continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, Government specifications, and regulations. Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination. Initiates documentation to authorize and direct work in accordance with contractual specifications. Responsible for the day-to-day management and operations of all contracting issues. Analyze and evaluate proposals, negotiate contract provisions, select or recommend subcontractors. Advise management of contractual rights and obligations. Maintain a thorough knowledge of Federal Acquisition Regulations (FAR) and Defense Acquisition Regulation Supplement (DFARS). Requires ability to operate independently and communicate effectively, both internally with technical staff, peers, and management, as well as externally with customers, regulators, and others. Prepare special reports and analysis as required. Be able to perform continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements. Excellent interpersonal skills are critical to interface well with challenging customers (internal and external), and work in a fast paced environment with short "turn around" times and be able to multi-task Required Education and Experience: Bachelor's Degree (BA) 12+ years of related contract experience with CPFF, CPAF/IF, FFP, FFP/LOE, T&M, and IDIQ with comprehensive knowledge of federal contracting with a concentration in professional services Must have good mathematical, analytical, strategic, and reasoning skills Self motivated and detail-oriented with strong written and verbal communication skills Experience in preparation of proposals, including RFPIRFQ analysis pricing, contract negotiations and administration of contracting activities and interaction with customers in accordance with Government policies and procedures, applicable laws, customer requirements and sound business judgment Desired Skills: Program Management experience a plus Company: SAIC Location: McLean, VA 22102 Status: Full Time, Employee Job Category: Legal Relevant Work Experience: 7+ to 10 Years Career Level: Experienced (Non-Manager) Education Level: Bachelor's Degree Company: SAIC Reference Code: 120514
