GS provides combat vehicle systems in major vehicle families - Bradley, M88, AAV, M113, M109 and M9 - that fulfill more than 20 different current force mission roles. As military forces confront threats around the world, GS is supporting the current force with vital enhancements to existing systems and offering new solutions to rapidly meet essential customer needs. As a key member of the U.S. Army's Future Combat Systems (FCS) Team, GS will help ensure the future success of U.S. soldiers on the battlefield developing and demonstrating five Manned Ground Vehicles that are part of the family of systems for FCS, including support for the Non-Line-of-Sight Cannon in 2008. GS fulfils another key role on FCS as the developer of the Armed Robotic Vehicle in two variants. These critical weapons will be the first in a new line of combat vehicles and systems that will empower soldiers through unmatched firepower, situational awareness and survivability. GS is also developing and delivering integrated survivability technologies from body armor inserts to active protection systems that provide a new level of soldier survivability and combat vehicle performance. GENERAL SUMMARY Works under general direction, exercising judgment and ingenuity with good working knowledge of materials purchased and sources of supply to procure semi-complex finished items, assemblies, and significantly critical parts at a competitive price in conformance with company and Government policies and standards. Interpret the manufacturing production requirements as defined by the Master Schedule/ Bill of Material. Plan, schedule, purchase, and expedite the delivery of materials in a timely and cost effective manner for assigned commodities. Lead contract negotiations on major non-competitive procurements. Supports other business groups during contract negotiations in Supplier related issues regarding contract pricing and proposal development. PRINCIPAL DUTIES AND RESPONSIBILITIES 1. Place purchase orders with suppliers utilizing appropriate contract language as required to support government and commodity -specific requirements to procure materials, expense items, equipment, and services within provisions of U.S. Government Federal Acquisition Regulations (FAR). Signature authority up to $50,000 per order. 2. Coordinate and represent the company in major negotiations for pricing of materials that cannot be obtained through competitive means. 3. Utilizing GSD's On-Line Inquiry and Update screens, analyze and act upon initial material requirements and schedules recommended by Materials Requirements Planning (MRP). 4. Respond to changes in the company's requirements by interpreting the current supply situation of each part number and developing an action plan that protects the company?s interests financially while supporting production schedule. 5. Prepare Requests for Quotes (RFQ) for materials in a manner that allows for quantity and schedule changes during the cycle. 6. Select qualified suppliers and negotiate and determine best quality, quantity, and price with delivery as required under moderate supervision. Award new contracts in a manner that both insures receipt of quality materials or services and legally protects the company. 7. Evaluate information to assess supplier reliability in supplying requested material through trip reports, cost analysis reports, supplier P&L statements, supplier visitations, D&Bs quality system audit reports and other computerized reports. 8. Follow-up on orders to expedite delivery and shipment, as required, and negotiate with suppliers for schedule changes on existing purchase orders as required by current company needs. 9. Control the processing and utilization of quotes received in accordance with established ethical and legal business practices. 10. Negotiate with suppliers for quantity reductions or entire terminations of existing purchase contracts when excess supply is identified. 11. Analyze purchase requisitions for proper coding, specifications, accuracy and completeness of information; recommends substitute if requested material is unavailable. 12. Negotiate with suppliers for return of repair of materials that do not meet company/government specifications. 13. Provide other departments, upon request, with current market price and delivery information. 14. Contacts within the company frequently with individuals in administrative or executive positions to obtain and provide information, consulting on problems requiring judgment and tact; frequent contact outside the company to develop and maintain KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED 1. Bachelor's degree plus minimum of 3 years experience with 2 years as a Procurement Agent Associate or equivalent combination of education and experience. Completion of CPM program or related certifications desired. 2. Analytical ability sufficient to evaluate suppliers and analyze purchase requisitions; ability to understand drawings and specifications; must possess good verbal and written communication skills; ability to perform price analysis and negotiate pricing as well as fair knowledge of DOD and FAR regulations. 3. Close mental/visual application required to locate, select, and negotiate prices and to determine accuracy of purchase requisitions. 4. Other areas managed but not limited to include; business development, support of audits (CPSR), Women Owned, Small and Small Disadvantaged Businesses, assisting in the management of Government property.
