Division of Health Care Access and Accountability

 

The Department of Health Services (DHS)/Division of Health Care Access and Accountability (DHCAA) is seeking a Budget & Policy Analyst.  This position has lead responsibilities in developing and monitoring budgets, cost analysis planning, research, development and implementation of reimbursement methodologies and policies designed to encourage cost containment and promote program and departmental objectives in a large and complex health care financing program.  These responsibilities entail the use of advanced budgeting, statistical and rate-setting concepts, program policy analysis and review, planning and development techniques, monitoring and implementing budget decisions, advanced oral and written communication skills, and extensive knowledge of Wisconsin Medicaid program policies. This position will also play a critical role in the development of policy initiatives, serve as liaison between all the bureaus within the Division, the Department of Administration and the Legislative Fiscal Bureau., and provide staff services to the Division Administrator’s Office as a key budget advisory and management analyst to facilitate decision-making in assigned program areas. In addition, this position relates to a wide range of contacts including high level Department, Division and Bureau managers, officials of other state and federal agencies, Legislators, lobbyists, professional organizations, Medicaid officials, and the Medicaid fiscal agent.

 

The starting salary is $$45,088 with eligibility to the State of Wisconsin’s excellent benefit and retirement plans. This position is located in Madison, WI.
