Perform the full range of complex and specialized administrative tasks in the Records and Benefits area of the Human Resource Division. This position acts as the point of contact for employees and management on employee records and benefits. Review, process, research, and maintain personnel files and records. Review, correct and data entry a wide variety of personnel actions such as employee hiring, pay, benefits, leaves of absence, transfers/promotions, reclassifications, job changes, etc. Work involves a high degree of detailed, and highly sensitive/confidential information. Assignments are completed independently with minimal guidance. Review and implement personnel data transactions to ensure accuracy. Resolve discrepancies and special problems, research past practices, and provide prompt and reliable communication with employees, management and co-workers. Make judgments and decisions within established policies, guidelines and procedures. Acquire in-depth knowledge of City and Department policies, rules and procedures, labor union contracts, applicable federal and state standards or regulations, and City human resource information systems. This position must exercise independent judgment in the application of guidelines that are frequently vague, complex and sensitive/confidential. Contacts include all levels of staff and management in City departments, the public, union representatives, and other agencies and jurisdictions. Work in a diverse, multi-cultural environment.
Required qualifications include the equivalent two years of progressively responsible clerical work in a personnel office setting. Knowledgeable and experienced in Excel, Word, and HR/database programs. Must have working experience with confidential information.
Desired qualifications include strong administrative skills. At least two years of working with customers in a human resource management setting. Excellent oral and written communication skills, excellent customer service skills. Ability to work in an environment with minimal supervision, stringent deadlines, and changing priorities. Experience and ability to compile and analyze data, and prepare reports on related employee leave and personnel issues accurately and timely. Experience with labor union contracts as they apply to employee/personnel transactions, records and benefits. Experience in maintaining human resources databases (e.g. HRIS) and tracking systems; experience with GroupWise. Experience and ability to work effectively with people from diverse backgrounds, and in a large unionized and/or public sector environment.
