GENERAL STATEMENT OF JOB

 

The Application Project Manager will be the primary lead for the deployment and integration of all technologies spanning the Administration, Infrastructure and Regulations, and Public Safety Divisions. This position will work closely with multiple departments to insure project coordination, functionality requirements, enterprise integration, data migration, and project timelines are achieved.  This position will be responsible for establishing security guidelines and access control for all users to Enterprise applications. Enterprise Applications include but are not limited to OnBase Content Management, Cityworks Work Order Management, Crystal Enterprise (reporting software) and web deployment for all integration projects.

 

Horry County Government has (or is in the process) of replacing all legacy software systems with COTS software packages. All of the new software packages integrate with some or all of the Enterprise Solutions referenced above. The successful candidate will be responsible for the ongoing maintenance and support oversight and deployment of the Enterprise Solutions as needed by various departments.

 

Following application deployment, this position will assist in enhancements of functionality, update testing and deployment, security administration, maintenance and support of the applications and other responsibilities as deemed necessary.

 

General responsibilities include:

·  Assure that a high level of customer service is provided to system application  customers, both internal and external;

·  Provide leadership and supervision for all aspects of the project, including:

o Provide the planning, scheduling and controlling of project activities to efficiently and effectively achieve performance, cost and timeline objectives.

o Supervise any on-site contractors, equipment installation, repair, problem solving within assigned applications.

o Develop/enhance definition of project requirements and manage project scope based on county operational needs.

o Develop resource allocation for projects.

o Manage and institute security guidelines and access to application per audit compliance and departmental standards.

o Use tracking tools for projects and manage projects to the plan.

o Develop and manage project budget (labor and all other costs) and establish a cost/benefit analysis.

o Assist in proposal writing and presentation.

o Oversee adequacy of system testing during initial implementation and assure adequate resolution of test exceptions.

o Perform user acceptance testing of software releases.

o Provide coaching and mentoring for implementation specialists.

o Document projects from start to finish. Communicate project status to executive management accurately and honestly.

·  Develop and implement appropriate policies and procedures;

·  Establish access control guidelines;

·  Administrator for application; Responsible for making critical changes to application functionality.

·  Respond to inquiries and providing information;

·  Recommend strategic planning initiatives;

·  Prepare reports, research, presentations, and update web site on project status;

·  Represent the project and serve as primary spokesperson for the project at various public meetings and events;

·  Serve on integration team to collaborate on county wide initiatives and integration strategies.

 

MINIMUM QUALIFICATIONS

 

·  BA/BS in information systems, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

·  Preference may be given to applicants with one or more of the following credentials: PMI (Project Management Institute) certification, work experience in a comparable position, and/or experience with GIS technologies using ESRI tools

·  Preference may be given to applicants with a working knowledge of any or all of the Enterprise Software Solutions (Cityworks, OnBase, Crystal Enterprise).

·  Demonstrated self-motivation

·  Excellent oral and written communication skills, strong analytical skills.
