GENERAL INFORMATION
The Oregon Advocacy Commissions Office (OACO) is conducting an executive recruitment for an Administrator with solid leadership, management and budget experience to lead the Oregon Advocacy Commissions Office. This is an executive service position, appointed by and reporting to a board consisting of the chairpersons of the commissions served by the office and the Commissioner of the Bureau of Labor and Industries. The Advocacy Commissions Office enables the following commissions to carry out their statutory duties: The Commission on Hispanic Affairs; The Commission on Black Affairs; The Commission for Women; and The Commission on Asian Affairs.
DEPARTMENT/AGENCY OVERVIEW
The Oregon Advocacy Commissions Office was established in 2005 by Senate Bill 359 to manage the administrative support to four, eleven-member commissions appointed by the Governor. The Administrator has the sole authority to administer the operations of the Oregon Advocacy Commission Office and to authorize expenditure of the funds of the Commissions.
The Commission on Hispanic Affairs promotes equality for Oregon’s Hispanic community.It identifies the issues and needs confronting this population. These needs are then relayed to policy makers. The Commission helps other agencies interact more effectively with Hispanics.
The Commission on Black Affairs promotes equality for African-Americans who live in Oregon.It identifies the issues and needs confronting this population. These needs are then relayed to policy makers. The Commission helps other agencies interact more effectively with African-Americans. The agency also participates in annual events such as Black History Month.
The Commission for Women promotes equality for women through education and communication with policymakers at all levels of government and the private sector.The Commission also participates in special events including the annual Women of Achievement Dinner, Celebration of Oregon Women, and Women’s History Month.
The Commission on Asian Affairs promotes equality for Asian Americans who live in Oregon.It identifies the issues and needs confronting this population. These needs are then relayed to policy makers. The Commission helps other agencies interact more effectively with Asian Americans. The agency also participates in annual events such as the annual Asian American Heritage Month celebrations.
TO QUALIFY
Your cover letter and resume must clearly describe how you meet the MINIMUM QUALIFICATIONS listed belowFive years of experience in supervision, staff-technical, or professional-level work related to the administration of a program or department. This experience must have included at least one year of supervision and management of a program, section, or unit which included one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, or d) budget preparation. Demonstrated experience working with diverse populations and/or cultural sensitivity. A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management such as Business or Public Administration, or a field directly related to the employing agency, may be substituted for up to three years of the required experience but will not substitute for the one year of specialized experience.
DUTIES AND RESPONSIBILITIES
Administrative Duties:Assists the Commissions in working with the Governor’s staff in achieving equality for all Oregonians. Formulates operational policies and oversees the execution of the Commissions’ policies. Interprets law and policies and updates Commission members about policy issues. Hires interns, volunteers, and staff as needed and authorized. Supervises permanent staff.
Legislative Duties:Reviews legislative issues of interest to the Commissions. Coordinates the drafting of legislative proposals with the Commissions, the Director of DAS and the Governor’s office. Coordinates the Commissions’ position on legislation. Tracks legislation and advises the Commissions on the impact of bills. Prepares reports for the Commissions to submit to the legislature. Provides information to the legislature related to legislation.
Performance Measures:Develops performance measures for approval by the Senate Subcommittee that measure the outcomes of the Office’s activities and of the four advocacy commissions’ programs.
Budget/Fiscal:Directs the Commissions’ efforts around fundraising, including compliance with state laws, rules and policies and practices. Determines the fiscal requirement to carry out and achieve objectives of the Commissions. Assists the Commissions in all fundraising activities. Manages agency resources; develops agency budget; analyzes funding sources for various projects; researches, writes, and submits grant proposals to fund program priorities; initiates and negotiates all contracts for the Commissions and prepares Requests for Proposals.
Public Relations:Facilitates communication between the Commissions and elected officials. Communicates to the Governor’s staff, issues and concerns regarding State policies as they impact the rights of Oregonians. Serves as consultant to the Governor and State officials on issues related to the Commissions. Responds to the media on behalf of the Commissions.
Administrative Rules:Adopts the administrative rules for the Office as needed to meet the operating goals of the Office and the four Commissions.
WORKING CONDITIONS
Normal indoor office environment.May require some in-state travel; including over-night travel. Must have a valid driver’s license and a good driving record. If not, must be able to provide an acceptable alternative method of transportation.May be required to work irregular hours (i.e. weekends, holidays and evenings.)
