SALARY:  B16   $5,000-6000.00/MO.FLSA:  Exempt

JOB OBJECTIVE:  Perform managerial and highly advanced computer system analysis work.  Work involves analyzing aspects of managerial concern, such as planning, budgeting, defining specific procedures for accomplishing a task; and staff requirements and use.  Plan, assign and supervise the work of the Applications Development section, to include systems analysts, programmers, report developers and technical leads.

ESSENTIAL DUTIES:1.  Plan, assign and supervise the workflow for the Applications Development section staff, providing technical leadership and guidance.2.  Develop the strategic direction for the Applications Development section; ensuring that applications, projects, and resources are aligned with business goals and objectives.3.  Oversee all process mapping, benchmarking and process re-engineering for the Texas Department of Agriculture (TDA).4.  Oversee all form development for TDA.5.  Oversee all web site development for TDA, including dynamic (Vignette) and static (HTML) websites.6.  Oversee all application design, development, and testing for TDA, including web-based and client-server applications.7.  Oversee all report development for TDA.8.  Determine which projects (new development and enhancements) will be worked based on feedback from system owners and system users.9.  Work with technical leads to assign defects and develop architecture standards.10. Ensure system development processes and procedures are developed and followed, including procedures for project management and configuration management. 11. Ensure all Department of Information Resources’ rules and requirements are followed including rules for websites and the project delivery framework.12. Assist with the development of the IR strategic plan.

NON-ESSENTIAL DUTIES:13. Provide customer service excellence to both internal and external customers.14. Performs other duties as assigned.

QUALIFICATIONS/REQUIREMENTS: (The application must state how each the following qualifications are met.)·  Graduation from an accredited four-year college or university (two year work experience related to the essential duties may substitute for one year of college);·  Minimum five years work experience managing applications development, systems analysis, or project management staff;·  Work experience designing, developing and maintaining Internet and Intranet web pages; ·  Work experience in analyzing and documenting automated data processing systems;·  Work experience in systems analysis and design;·  Work experience with application development methodologies;·  Work experience with project management methodologies; and·  Experience serving in a supervisory capacity.

KNOWLEDGE, SKILLS AND ABILITIES: (The application must state how each of the following qualification are met.)·  Extensive knowledge of the systems development life cycle;·  Thorough knowledge of information resources technology, including hardware, software and programming languages and methodologies;·  Knowledge of common business processes;·  Effective verbal and written communication, human relations, analytical, planning, organizational and time management skills;·  Skill in operating a personal computer with word processing, database and spreadsheet software;·  Ability to plan, assign, and supervise the work of others;·  Ability to establish goals and objectives, and to devise solutions to problems;·  Ability to adapt successfully and quickly to change and deliver quality results in a timely manner; and·  Ability to travel up to 10% of the work period.

ENVIRONMENT/PHYSICAL CONDITIONS:  Normal office work environment.  May involve remaining stationary for extended periods of time. May require safely lifting and carrying items/boxes weighing up to 30 pounds.  Involves working overtime, to include evenings and weekends, as needed.
