ADMINISTRATIVE CONTRACT MANAGER
The New York City Department of Education's (DOE) Division of Contracts and Purchasing is seeking candidates for the position of an Administrative Procurement Analyst within the Office of Policy and Vendor Performance. This position will ensure that the Office of Policy and Vendor Performance fulfills its role regarding policy, exceptions to competition, cost price analysis, vendor performance/compliance, background reviews, tracking FOIL requests and processing assignments of contracts. Under direction of the Chief Administrator of Policy and Vendor Performance, and the Director, Policy and Vendor Performance, the Administrative Contract Manager communicates with internal clients to ensure that their contract-related needs are met in a manner consistent with professional procurement practices. REPORTS TO: Senior Director, Policy & Vendor Performance DIRECT REPORTS: 1 Procurement Analyst KEY RELATIONSHIPS: Works with internal DOE clients, gathering information necessary to process exception requests, conduct cost price analysis and respond to FOIL requests. RESPONSIBILITIES: • Supervises the exceptions process, whereby clients request exemptions from competitive procurement procedures; reviews justifications and performs follow-up, as necessary, to collect relevant supporting information and documentation. • Manages activities related to analytical processes required to support contract awards, such as cost/price analysis for complex high-dollar value RFPs/RFBs. • Conducts cost/price analysis on consultant RFPs, Single Bids, Single Proposals, Sole Source Awards and Exceptions. • Applies cost/price concepts, tools and techniques using Excel to develop timely and appropriate cost/price worksheets to support proposal responses. • Reviews elements of cost (e.g., direct labor, materials, overhead and profit) as they relate to a proposed price. • Determines whether the contractor’s estimate contains an accurate and reasonable prediction of the costs which will be incurred during performance of contract work. • Prepares comprehensive, detailed reports, assessment of proposed work plans and budgets, and/or findings with recommendations for improved efficiency and cost savings. • Interfaces with clients, senior management, peer staff, vendors and all other relevant internal and external entities as necessary to prepare and finalize cost/price analysis. • Assists negotiating team in reviewing and preparing offers and counter-offers. • Maintains an audit trail of changes/adjustments from initial proposal through final price agreement. • Prepares memoranda of exception requests for the approval of the Executive Director of Contracts and Purchasing. • Reviews investigative reports regarding vendor integrity issues, drafting letters and communicating with Counsel, both internal and external. • Oversees support services performed by the Policy and Vendor Performance Unit, such as responses to requests from internal clients for assistance with contract compliance issues, tracking FOIL requests regarding contract matters and requests for assignments of contracts. • Recommends policy and develops related processes and procedures regarding procurement processes performed within Policy and Vendor Performance. • Attends meetings with clients, vendors and others, representing the Chief Administrator and the Division of Contracts and Purchasing.
Additional Qualifications:
QUALIFICATIONS: Minimum Requirements: 1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or 2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above. 3. Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. Preferred • Experience working in a fast-paced environment. • Ability to manage multiple projects and meet deadlines concurrently. • Demonstrated experience in working in a team environment. • Strong interpersonal skills with the ability to work closely with individual clients and cooperatively in a team environment. • Excellent communication skills; must be able to write analytically, critically and persuasively. • Detail-oriented; excellent analytical skills. • Proficiency with Microsoft WORD, EXCEL and familiarity with ACCESS. • Minimum Qualifications as per Admin Procurement Analyst specs.
