5177 - Civil & Defense Agency Chief Engineer

POSITION SUMMARY:
The “Civil and Defense Agency Chief Engineer” is responsible for managing engineering support and improvement services to acquisition organizations in Civil and Defense-related (non-DoD) organizations within the US Government.  The candidate will coordinate SEI teams as they assist these agencies  to acquire high-quality, software-intensive systems.  This includes assisting the agencies in building integrated system and software acquisition strategies and leveraging and transitioning SEI and other technologies to maximize the effectiveness of the agencies’ acquisition communities.  The candidate will coordinate closely with the Program Development and Transition (PD&T) staff to effectively build and manage the SEI’s civil and defense agency portfolio.

Education/Training:
MS Degree in Engineering or Computer Science with 10 years of applicable experience, or BS degree in Engineering or Computer Science with 15 years of applicable experience.

Licenses:
None.

Experience:
Experience in the development and acquisition of software-intensive systems.  The candidate must have a working knowledge of the US government acquisition process and experience working with US government acquisition programs.  The candidate must have an in-depth knowledge of software and systems engineering, including the work of SEI programs.

Environmental Conditions:

ESSENTIAL FUNCTIONS:
(1) Serve in an advisory capacity to the SEI management team in software- and systems-related acquisition matters pertaining to Civil and Defense (non-DoD) agencies of the US Government.

(2) Participate as a member of leader of business / technical development teams to support acquisition excellence and improvement within Civil and Defense (non-DoD) agencies of the US Government.

(3) Investigate and provide guidance and direction to SEI programs to promote development of new technologies focused on existing needs of Civil and Defense (non-DoD) agencies of the US Government.  Investigate and provide guidance and direction to SEI programs to promote effective transition of current and future technology into practice in the Civil and Defense (non-DoD) agencies of the US Government.

(4) Promote and participate in the capture and dissemination of knowledge obtained from customer engagements.

(5) Other duties as assigned by the Acquisition Support Program Director.
