Location: Rosslyn, VA– onsite at GCA’s Clients’ Gov’t Agency Client – across from the Metro
Clearance: Must be Clearable; Current Interim Secret or Active Secret a Plus. If no Current Clearance, the Employer will pay for and obtain an Interim Clearance to commence work
Salary: $90,000 to $112,000 (Absolute Max)

Overview:
The Acquisition Management Analyst / Contracts Manager (AMA) shall provide advice and guidance to the Department of State Office of Overseas Protective Operations (DS/IP/OPO), the Office Director, Division Chiefs and their staff, and senior officials within the Bureau of Diplomatic Security and at overseas U.S. Missions on planning, programming, budgeting and acquisition for multiple programs (i.e. local guard, residential security, surveillance detection and personal protective services). This guidance will be based upon the Federal Acquisition Regulation (FAR), Department of State Acquisition Regulation (DOSAR), and other DoS regulations and instructions.
Duties:The AMA works under the guidance of government officials in the Operational Support Division.The AMA develops, recommends, and provides guidance and implementation instructions on policies and procedures governing residential security, local guard, surveillance detection and personal protective services programs for inclusion into either Department of State Foreign Affairs Manuals (FAMs) or Foreign Affairs Handbooks (FAHs). Also, is responsible for planning, organizing, coordinating, and evaluating contract actions in support of DS/IP/OPO. Utilizes contracting expertise to support the local guard, residential security, surveillance detection, and personal protective programs.The AMA assists the Contracting Officer to evaluate contract price proposals. Prepares documentation relative to negotiation and pricing actions for the Contracting Officer; and analyzes settlement proposals, audit reports, technical evaluations, contractor claims, and makes appropriate recommendations to the Contracting Officer.The AMA serves as an advisor in contracting matters to senior management on the acceptability and applicability of contractual matters related to DS/IP/OPO. Reviews procurement requests to assure clarity, adequacy and completeness. Develops and recommends the most suitable type of contract and incentive structure for use by the Contracting Officer; performs in-depth evaluations of the financial and technical capabilities and/or performance of potential contractors.The AMA applies theories and problem solving techniques to correct or solve deficiencies in the administration of the contracting process. Make recommendations on the interpretation and content of agency policy concerning the management and development of long-range or interrelated procurement programs.The AMA conducts on-site surveys to assess the contractor's ability to perform. Assists the Contracting Officer in preparing a contract and/or contract specifications; reviews contract terms and technical specifications.The AMA provides assistance, advice and guidance to overseas U.S. Missions (i.e., Regional Security Officers and Contracting Officers) in all aspects of the guard contracting process. As applicable, provides similar advice to Contracting Officers in the Office of Logistics Management (i.e., A/QM) on all aspects of the local guard and
worldwide personal protective contracting process.The AMA drafts, reviews and coordinates approvals of U.S. Mission local guard and personal protective services solicitations. Supports mission personnel and A/QM in responding to inquires from firms interested in competing for the local guard and personal protective services contracts.The AMA assists mission personnel and A/QM in the evaluation of proposals. Provides assistance and advice on contract administration, modifications and performance problems. These duties may require frequent visits to overseas missions to provide hands-on support to Regional Security Officers (RSOs) and Contracting Officers (COs). Supports the local guard, surveillance detection, and personal protective services desk officers.The AMA prepares training material for use at the Diplomatic Security Training Center (DSTC), RSO workshops, posts and within the Office of Overseas Protective Operations. Leads and/or participates in program management reviews (PMRs) of various security programs (i.e., local guard, residential security, surveillance detection and personal protective services). Participates in the technical evaluation process. The AMA provides financial and budgetary support to OPO for multiple programs (i.e., local guard, residential security, surveillance detection and personal protective programs). Responsible for the budget formulation and financial management aspects of budget execution to include matters relating to budget, accounting, financial reporting, and financial management analyses. Develops financial reports and analyses used by the Office Director in planning and decision-making.The AMA conducts evaluations at overseas missions on the use of program resources as they are relate to approved financial plans, projected workloads and program priorities. Identifies those instances where resource use is inconsistent with approved financial plans and priorities and discusses these with senior management
both overseas and in the Department.The AMA examines procurement requests and requests for contract action(s) submitted to the Office for adequate support documentation and consistency. Evaluates dollar estimates with previous program performance costs and current budget ceilings to ensure conformity with target ceilings and program goals; converts financial, statistical, and other data to a prescribed format for comparison with and evaluation of current programmatic needs and budget requests.The AMA establishes and maintains liaison and serves as the focal point for the coordination and communication with appropriate Department offices, overseas missions, and interested foreign affairs and intelligence agencies regarding program planning, programming, financial and contract management activities. Provides guidance and advice to Regional Security Officers, Contracting Officers, Ambassadors, Department management, and tenant agencies on assigned program activities.The AMA reviews and responds to incoming cables, correspondence, and inquiries from Regional Security Officers and Ambassadors regarding assigned activities. Plans and executes other related functions and operations (e.g., developing and managing databases and systems; developing improved processes and practices; etc.).The AMA is responsible for exercising initiative and independent judgment in planning, executing, and coordinating the assigned functions. Performs other duties as assigned.
Qualifications: A Bachelor's degree is Required (No Exceptions).Also Required – shall have a major in any field that included or was supplemented with at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.A minimum of ten (10) years experience (No Exceptions) in a contracting or related position, preferable, but not required, is five (5) years of which was specialized experience that included planning, managing, administering, directing, evaluating and serving as a technical authority for an organization's contracting program.An in-depth knowledge of existing and proposed federal legislation, policies and guidelines impacting the management of Diplomatic Security.The ability to convey policies, commitments, and technical information in order to avoid adverse impact on program funding.The ability to develop written policy and guidance as well as the ability to effectively communicate with a variety of management and program experts.The ability to interpret budget/financial and contract management requirements; consider resource constraints; and be innovative and use mature judgment in developing policies and guidelines.The ability to effectively communicate with top-level decision-makers in defining DS/IP/OPO's program planning guidance, plans, and priorities.The ability to describe and defend program plans to decision-makers, to achieve a common understanding of the problems and issues involved, to offer satisfactory solutions, arrive at compromises, and develop suitable alternatives to highly complex or controversial issues.Demonstrated experience in providing technical expertise and guidance on the full range of acquisition functions.Experience in evaluating program operations and devising solutions to increase effectiveness and efficiency.Experience in briefing and advising program and management officials on procurement alternatives and resolutions to highly controversial, complex and sensitive problems and issues.Knowledgeable of the FAR.The AMA should have familiarity with foreign affairs agencies. May require some overseas travel.The knowledge of foreign languages is desirable but not essential.
