Purpose:Incentives are given to companies as an inducement to develop or redevelop in a particular area. They are used to attract capital investment and new jobs. They can be in the form of abatements or refunds on sales, income, property or real estate taxes, developer contributions, training funds or job tax credits.Responsible for the administration, financial accounting, and reporting of incentive agreements in accordance with Generally Accepted Accounting Principles (GAAP). This includes interpreting real estate legal documents, forecasting income and expense, maintenance of the Strategic Location Information Management (SLIM) system, and partnering closely with the Incentive stakeholders within Target.See Yourself:Administration of SLIM System: Working with Public Partnerships (PP), Legal & vendors to ensure incentive legal summaries are completed. Working with PP to review incentive agreements and clarify information listed on incentive legal summaries. Ensuring the integrity of information in SLIM by entering incentive legal summaries timely, understanding statutory benefits, and investigating outstanding payments. Ensuring the completeness of information in SLIM by identifying all possible Incentive agreements through reviewing Capital Project Requests (CPRs) and partnering with PP and following-up on the status of agreements identified but not received. Developing and managing reporting from SLIM that communicates new agreements to key benefiting departments and provides analysis of total benefits negotiated and collected. Being an expert resource on incentives in SLIM including addressing and researching any incentive questions, and training Incentive Stakeholders on the system. Continuing to build a strong working relationship with the Target India Contract Review team to train them in the abstraction of incentive agreements into SLIM.Consulting with partners regarding proper accounting: Working with Property Development - Finance on the presentation of incentives in CPRs. Reviewing incentives and working with Incentive stakeholders and External Financial Reporting to understand all terms of agreements to determine the appropriate accounting treatment (in accordance with U.S. GAAP).Ensuring compliance objectives related to incentives are met: Maintaining reporting that meets needs of all users to remind them of compliance items and due dates. Working with all areas responsible for compliance - store and DC representatives, HR, Finance and PP, to research and understand outstanding compliance objectives. Conducting quarterly incentive meetings with incentive stakeholders and holding them accountable for reviewing outstanding incentives and related compliance objectives. Facilitating communication between the internal teams and external vendors responsible for incentives.Accounting for incentives in accordance with GAAP: Reviewing journal entries to record receivables and any liabilities for penalties associated with non-compliance, income and payments. Reviewing account reconciliations prepared by Staff Accountant. Analyzing recorded incentive receivables for collectibility.
