Senior IS Contracts/Purchasing Administrator
Contract Senior IS Business Specialist · Administers Bank-wide IS purchasing standards and procedures for the timely and cost effective purchasing of IS products and services. Coordinates the collection and execution of purchase orders, negotiation of bids from vendors, placement and tracking of purchase orders, and coordination and reconciliation of invoices for processing. Manages the full cycle of all IS purchases, agreements, and contracts from initiation to completion. · Monitors supplier relationships and vendor service level administration and reporting. Consistently evaluates supplier base for cost savings opportunities and to ensure IS requirements are supported.· Coordinates contract activities, including contract development, negotiation, and transition. Monitors vendor contracts to ensure terms and conditions are met. Creates, negotiates, and incorporates contract amendments, renegotiating the contract if required, to accommodate scope changes or changes in organization requirements. Reviews and reports contract budget variances and alerts IS Management. Prepares annual department budget utilizing proper accounting/budgeting controls, enters financial data into tracking system, and provides regular financial status reports.· Maintains administration of IS inventory, asset management, and technical service contracts and manages software license information and updates. Ensures corporate and legal guidelines are followed for managing IS hardware and software assets. Defines requirements for asset acquisition. · Analyzes and prepares IS budget and develops proposals with supporting documentation, narrative, and justification. Performs analysis on IS financial conditions and develops recommendations for IS Management for a variety of business issues. Provides financial statements for IS Management such as monthly budgets, forecasts, and summary reports. Audits and approves invoices for contract payment. · Creates and administers change procedures, recommends adjustments to the change system as appropriate, resolves change management scheduling conflicts and deviations according to established practices. Focus is on enterprise-wide functions and processes, as opposed to specific systems. · Responsible for CIO and Technology Committee administration support.· Performs miscellaneous responsibilities and duties as assigned. Skills/Knowledge: · Bachelor's degree in Information Systems, Computer Science, Business Administration, or a related field, or equivalent education, required. · Five to seven years corporate budgeting/forecasting, contract administration, IT asset management and change management experience required. · Proficient in using MS Office, MS Project, and MS Visio applications. · Knowledge of contract and accounting terminology. Familiarity with software licensing terms and conditions preferred.· Excellent oral and written communications skills, including the ability to interact with Bank staff and management at all levels as well as with external contacts.· Solid analytical and customer service skills.· Ability to coordinate office activities, including prioritizing work, taking initiative, and making decisions.· Excellent time management skills, including the ability to work on many projects simultaneously, and be flexible with changing priorities.· Ability to work independently, with minimal supervision.
