This position provides the leadership and oversight to ensure attainment of business goals and objectives for the procurement of wholesale supply for PPL Electric Utilities' Provider of Last Resort (POLR) responsibility, which is anticipated to be as much as $4 billion in 2010. Responsibilities include the performance of PJM load reporting and settlement functions, administration of supplier agreements and PJM statement processing, and design and implementation of business processes and systems required to procure wholesale supply. This position will also lead the development and implementation of regulatory strategies and policies related to these areas. Accountable for the entire procurement process which includes the execution of procurements, the scheduling and delivery of supply, the enforcement of contracts, the reconciliation with PJM and counterparties, and the processing of payments.- Manage the procurement process for obtaining competitive bids for energy, capacity, ancillaries, and Alternative Energy Portfolio Standards (AEPS) credits. Total market value of purchases may exceed $250 million per month and $4 billion annually (at price and usage levels anticipated to exist in 2010). Administers the contract with and oversees the operations of a third party administrator, who provides impartial evaluation of the bids in the POLR procurements.- Provide oversight for the performance of the daily PJM load reporting and settlement (including both POLR loads and load served by Electric Generation Suppliers (EGS's) functions and the processing of the monthly PJM statement. Total load settled on a given month at PJM may exceed $250 million.- Assure contract terms and conditions with wholesale suppliers are enforced and appropriate SOX controls are followed, including monitoring of credit ratings and daily Mark-to-Market calculations in accordance with individual contracts. Oversees that suppliers are notified of any margin calls in a timely manner, and that appropriate letters of credit are provided by the suppliers. On any day the collateral received from all suppliers may exceed $50 million. Assures appropriate SOX controls are in place for the proper handling of cash and letters of credit.- Responsible for compliance with POLR and AEPS regulations established by the PUC including compliance with reporting requirements established by the PUC and other entities as necessary.- Responsible for development of procurement strategies and regulatory filings related to the procurement of energy, capacity, AEPS credits, and other energy-related products and commodities. Works closely with Regulatory Strategy to evaluate the positions of all parties that may intervene in the regulatory process. - Oversee costs relating to energy acquisitions and settlements are properly accounted for and recovered from customers.- Administer Supplier Coordination Agreements between PPL Electric Utilities and licensed EGS's.- Develop, build, and manage an effective team. Candidates must meet the basic qualifications to receive consideration.Basic Qualifications:- Four year college degree.- Ten or more years experience in energy markets and experience with energy procurement mechanisms, or comparable experience with commodities markets or treasury and cash settlement systems.- Strong quantitative and analytical skills.Other Qualifications:- Technical or business degree in mathematics, economics, engineering, finance or related discipline. Related Masters' degree preferred.- Knowledgeable in energy markets, energy procurement, contracts, and financial instruments. Sound business judgment and ability to analyze complex problems and provide recommendations to senior management.- Ability to apply expertise in solving new and complex problems and developing innovative solutions.
