Substation Engineer
GENERAL SUMMARY:
Provide consulting services to PSE clients related to electric utility substation planning, design, engineering, material procurement, construction and commissioning, supervisory control and data acquisition, power factor correction, operational assistance and power quality.
RESPONSIBILITIES
1. Direct, coordinate and carry out the development of long term and short term power delivery studies and associated environmental reports in accordance with industry standards and established PSE guidelines.
2. Manage projects including writing proposals, site visits, developing project scopes, project estimates, schedules, resource management, project control and project closing.
3. Develop and improve substation design processes
4. Perform substation engineering tasks including calculations, AC and DC diagrams, physical layout, SCADA interconnection design, communication cabling design, and other parts necessary to complete a substation project.
5. Mentor younger engineers and designers based on needs that develop as we week to expand our substation design practice.
6. Plan and make suggestions to upper management about providing required software and tools needed to be a leading provider of substation engineering and design service.
7. Direct, coordinate and carry out the development of other engineering studies including but not limited to: System protection/sectionalizing, reliability, power factor correction, distributed generation system impact and power quality.
8. Provide day to day operations support to PSE clients including but not limited to: Backfeed analysis, switching procedures, motor starting analysis and equipment sizing.
9. Develop and analyze data for and work with a project team to complete the planning process; to insure that solutions are achievable and technically sound.
10. Perform financial analysis of solutions using parameters pertinent to the project and client.
11. Development planning criteria and standards pertinent to the project and client.
12. Work in cooperative fashion with other PSE team members to improve our efficiencies and work product.
13. Provide general leadership within the company by taking the initiative, building effective teams and relationships.
14. Employ strong project management and client and vendor relationship building.
15. Work with utility client management and staff to understand concerns and scope of work.
16. Responsible for quality control and technical review of projects and the work of others.
JOB CRITERIAEducation and Experience
A Bachelor of Science Electrical degree with a minimum of 5 years experience with substation projects is required. Professional Engineer registration is preferred or the ability to obtain a PE within 1 year is required. Working knowledge of applicable RD (formerly RUS), NESC, IEEE and ANSI standards a plus. Must pay attention to detail with the ability to follow detailed procedures and ensure accuracy in documentation. Able to apply system thinking to generate solutions, focus on processes rather then isolated events, obtain multiple assessments of a situation and be systematic in identifying trouble spots, use tools to define problems and evaluate alternative solutions. Must be physically able to perform the essential functions of the job.

Demonstrate excellent listening skills when working with clients and within the PSE team. Able to share due credit with coworkers, promote a positive group working environment; work closely with others, internally and externally, and support group decisions.

Working Conditions
Normal office conditions. Some travel, typically to meet with clients, some relatively nearby and others requiring air travel. Most visits usually take one to three days depending on their proximity and the type of work.
