The incumbent in this position will serve as a senior project manager supporting the large Nuclear Implementation Projects within the National Security Directorate including the Megaports Initiative and the Material Protection, Control and Accountability Program (NA-25), the Global Threat Reduction Initiative (NA-21) and the Radiation Portal Monitoring Projects (DNDO). The incumbent will provide management oversight of the projects, including project planning, performance tracking, and reporting. The incumbent is expected to identify strategic business opportunities for expansion of PNNL work scope and inform the PNNL Program Manager for action. The position is full-time, salaried, and exempt.
Quantitative Dimensions:
The incumbent will be a member of the International Security & Nonproliferation Group. The incumbent provides direct management oversight for a portfolio in excess of $5M per year, with policy development and implementation responsibility. In this capacity, the incumbent will utilize his or her own management and technical expertise, supplemented by staff from the DOE National Laboratories and contractors.
Nature and Scope:
The incumbent in this position provides leadership in the laboratories¿ project management activities in the aforementioned areas of expertise and oversight. The incumbent will serve as a project management expert. The incumbent defines the strategy for projects and ensures that it meets the Clients strategy and objectives. Additionally, the incumbent provides oversight on the work scope and schedule, to ensure the successful implementation of the projects. The incumbent will oversee those support staff that assist with project management and implementation activities. The incumbent will be responsible to evaluate appropriateness and technical credibility of the work scope and will develop criteria and performance metrics to evaluate project progress. And, finally, the incumbent will routinely interface with senior DOE headquarters and contractor managers and officials in the strategic planning and program implementation activities.
Principal Accountabilities:
The incumbent is accountable to the Program Manager for:
- Responsible for ensuring that work scope is planned and executed within the approved technical and management guidelines.
- Identifying opportunities for expansion of PNNL business and providing recommendations to the Program Manager.
- Providing immediate and first-hand communications between PNNL and Headquarters for business opportunities and performance assessment.
- Responsible for identifying cost-effective means of implementing program objectives and exploiting those approaches across the Program.
- Providing advice and recommendations regarding project management efforts and processes.
Requirements:
- This position requires strong program and project management, and multi-laboratory project team management skills.
- Strong client relationship management and interaction/communication skills.
- A minimum of 6 years of progressively advancing responsibilities in the areas of program management, particularly related to nonproliferation, arms control, and nuclear material security areas is required.
- A B.S. in an applicable field is required and a graduate degree is preferred (4 years of experience).
- A good understanding of foreign project deployments is desirable.
- The ability to lead and work with multi-laboratory teams and interagency teams is required.
- Certification as a Project Management Professional by the Project Management Institute is strongly desired.
- Proven oral and written communication skills are necessary.
- Must possess a DOE Q or L clearance, or be able to sustain a current extended background security investigation. Incumbent may require special clearances.
- Must be able and willing to travel to foreign countries.
