Senior Subcontract Administrator
Bachelor's degree in Business Administration or related field.Five years applicable experience in contract or subcontract administration in a US Federal Government environment. Experience in a CPSR compliant environment is desired.Good working knowledge of FAR and DFAR. Excellent communication and negotiation skills; working knowledge with word-processing, database, spreadsheets, and integrated software applications. Position may require travel. Position may require the ability to pass and maintain a Security Clearance. Job Description : Lead Aerospace Technical Services (ATS) Group negotiations with subcontractors.Perform subcontract administration beginning with pre-solicitation phase all the way through subcontract closeout. Develop/Refine subcontract administration procedures.Research, analyze, and resolve subcontract issues. Maintain complete solicitation, proposal, and subcontract administration files in a manner consistent with Contractor Purchasing System Reviews requirements.Interface with customers, program management and SBU Managers regarding subcontracts status and issues.Interface with operations personnel to maximize subcontractor management and administration efficiencies.Support the proposal review process in the following manner:-Prepare Teaming Agreements-Support proposal reviews as requested -Develop and issue RFQs to subcontractors and coordinate timely submission of subcontractor data to proposal pricing manager-Develop subcontracts consistent with the prime RFP and company procurement procedures-Support the development of Small Business Subcontracting Plans.Administer subcontracts to support ATS's prime contractor efforts and minimize financial, contractual, and performance risk to ATS.Support the ATS effort in Contractor Purchasing System Reviews as it relates to subcontracts. Develop a thorough understanding of the Service Contract Act as it applies to subcontractor union and non-union employees.Conduct subcontractor post award conferences and periodic subcontractor status briefings.Identify potential areas of concern and work with Program Management and subcontractors to develop and implement mitigation strategies. : :
