Project Engineer- Signal & Communications
Summary:In charge of design, planning, estimating, construction, and testing functions for Signals & Communications Department by performing the following duties personally or through subordinate employees or contractors. Responsibilities & Duties:
· Responsible for the overall direction, coordination, and evaluation of draftsmen related to design of signal and communications circuits. Carries out supervisory responsibilities in accordance with the organization’s policies, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; and addressing complaints and resolving problems. Frequent field travel (25% of work time).
· Prepares, or directs preparation of, system layout drawings, schematics, and/or engineering specifications for systems, equipment modifications, or expansions.
· Analyzes blueprints, specifications, proposals, and other documents to compute cost factors and prepare estimates for capital expenditure projects, such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness. Consults with and oversees vendors and/or subcontractors to discuss and formulate estimates and resolve issues.
· Confers with supervisors throughout projects to provide technical assistance and to ensure availability of equipment needed to complete projects.
· Evaluates signal systems and recommends design modifications to eliminate causes of malfunctions or changes in system requirements.
· Checks functioning of newly installed equipment to evaluate system performance under actual operating conditions.
· Coordinates research and testing of signal system with various governmental agencies.
· Analyzes product or equipment specifications and performance requirements to determine designs, which may be utilized.
· Determines feasibility of designing new systems or modifying existing systems considering costs, available space, time limitations, company planning, and other technical and economic factors.
· Writes technical reports and develops charts, graphs, and schematics to describe and illustrate system’s operating characteristics, malfunctions, deviations from design specifications, and functional limitations.
· Uses computer assisted engineering, design software and equipment to perform engineering tasks. Other duties may be assigned.
Qualifications:
· Bachelor’s degree (Electrical Engineering preferred) and/or ten years related practical experience and/or training in all aspects of signal and communication design, construction, and maintenance.
· Must possess strong analytical skills and be able to interpret common scientific and technical journals, financial reports, and legal documents.
· Strong communication skills required with the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
· Must be able to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.
· Must be able to define problems, collect data, establish facts, and draw valid conclusions.
· Must be able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
· Computer skills with proficiency in Excel, MS Word, Project Manager, and Microstation or AutoCAD.
· Must possess valid driver’s license.
· Must have thorough working knowledge of FRA regulations and be familiar with CFR 49, part 233-236 and have extensive working knowledge of railroad operations.
