Project Engineer- Signal & Communications

Summary:In charge of design, planning, estimating, construction, and testing functions for Signals & Communications Department by performing the following duties personally or through subordinate employees or contractors. Responsibilities & Duties:

· Responsible for the overall direction, coordination, and evaluation of draftsmen related to design of signal and communications circuits. Car­ries out supervisory responsibilities in accordance with the organiza­tion’s policies, including interview­ing, hiring, and training employees; planning, assigning, and directing work; appraising perfor­mance; and ad­dressing complaints and resolving problems. Frequent field travel (25% of work time).

· Prepares, or directs preparation of, system layout drawings, schemat­ics, and/or engineering specifica­tions for systems, equipment modi­fi­cations, or expansions.

· Analyzes blueprints, specifications, proposals, and other documents to compute cost factors and prepare estimates for capital expendi­ture pro­jects, such as planning, organizing, and scheduling work, prepar­ing bids, selecting vendors or subcontractors, and determining cost ef­fec­tive­ness. Consults with and oversees vendors and/or subcontractors to discuss and formulate estimates and resolve issues.

· Confers with supervisors throughout projects to provide technical as­sis­tance and to ensure availability of equipment needed to complete projects.

· Evaluates signal systems and recommends design modifications to elim­i­nate causes of malfunctions or changes in system requirements.

· Checks functioning of newly installed equipment to evaluate system per­formance under actual operating conditions.

· Coordinates research and testing of signal system with various gov­ern­mental agencies.

· Analyzes product or equipment specifications and performance re­quire­ments to determine designs, which may be utilized.

· Determines feasibility of designing new systems or modifying existing sys­tems considering costs, available space, time limitations, company planning, and other technical and economic factors.

· Writes technical reports and develops charts, graphs, and schematics to describe and illustrate system’s operating characteristics, malfunc­tions, deviations from design specifications, and functional limitations.

· Uses computer assisted engineering, design software and equipment to perform engineering tasks. Other duties may be assigned.

 

Qualifications:

· Bachelor’s degree (Electrical En­gi­neering preferred) and/or ten years related practical experience and/or training in all aspects of signal and communication design, con­struc­tion, and mainte­nance.

· Must possess strong analytical skills and be able to interpret common scientific and technical journals, financial reports, and legal documents.

· Strong communication skills required with the ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

· Must be able to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.

· Must be able to define problems, collect data, establish facts, and draw valid conclusions.

· Must be able to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

· Computer skills with proficiency in Excel, MS Word, Project Manager, and Microstation or AutoCAD.

· Must possess valid driver’s license.

· Must have thorough working knowledge of FRA regulations and be familiar with CFR 49, part 233-236 and have extensive working knowledge of railroad operations.
