Program / Project Controls Manager

Job Description:Plans and executes the Project Controls requirements in a timely, professional manner for EPCm refinery projects or a functional department role including, but not limited to: Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of 50-60 Project Controls specialists Exhibit effective EPCm industry knowledge, especially for refinery process plants, turn around, and refurbishments of process units Hydrocarbon experience a must with 5-7 years manager experience in Hydrocarbon field Analyzes variances in cost and schedule performance against the plan, and communicates the reasons for the issuance of variance and proposed mitigation plans to Project Management Manage project contingency and event driven contingency, including identifying and quantifying costs to mitigate Project risks Experienced in the areas of estimate budget extractions, change order estimating, and business risk management Implement or supervise the implementation of WBS, CBS and Project Coding Structures for control and integrity of work to be performed as defined by the contract Lead development of monthly Project Status Reports [PSR’s], monthly reports to client and internal weekly flash reports. Assist Project Management with presentations of the PSR’s to Jacob management and monthly reports to client management Leads the Proposal efforts for cost/scheduling activities while supporting and interfacing with Operations management. Interprets contract conditions to ensure compliance Develops and delivers training programs in Project Controls systems and methods Maintains familiarity with the functionality of automated cost management systems Provides meaningful, accurate historical data Leads project controls functional objectives and initiatives Ensures the quality and consistency of project controls work produced by the project controls team Trains and develops subordinates to be more effective and efficient Participate in functional strategic planning Interact with functional leadership, project personnel, engineers, construction supervision and project controls team members Serve as the intra-corporate expert on project controls methods and systems for the program Self-starter, can work alone or leading a small or large group Computer skills to include expertise in P5 Primavera, MS Excel, Work, PowerPoint, and @ RISK. Also the ability to quickly learn proprietary Jacobs systems including Oracle, JPCS-TIC, JPI, JMMS, ProLog and their relationships to other discipline toolsJob Requirements:Position requires strong technical ability, combined with good leadership and communications skills, to lead “customers” to the optimum systems and methods between Jacobs and customers project assurance gate plans. Position requires a combination of superior skill with project controls tools, estimating, cost engineering, scheduling, construction management and corporate business management acumen. A post graduate degree [MS or MBA] in Construction Management or Engineering is desirable.Requires proven track record in managing project controls teams in both the Home Office and Field environments.Administrative duties include personnel motivation and review, with responsibility to recommend specific position description definition, hiring, firing, promotions & changes in the salary of those individuals that they direct. Budgets & capital expenditures, within defined limits, may also be the responsibility of the individual. Career path counseling & tactical planning sessions are also the individual responsibility. 15-20 years of recent refinery experience is required or at least 10 years recent refinery experience with an advanced degree.
