Incumbent must possess a BS Degree in Environmental Engineering, Business Management, or related field + 8 years related work experience OR a Master's Degree in Environmental Engineering, Business Management, or a related field + 6 years related work experience OR a Ph.D. in Environmental Engineering, Business Management, or related field + 4 years related work experience OR 16 years equivalent specialized training and work experience. In addition, the incumbent must demonstrate ability to work with people of varied backgrounds and myriad objectives, and the ability to reach consensus on complex issues in a timely and effective manner. Job Description : SUMMARY:Provides (1) technical and administrative management; (2) the implementation of EG&G Defense Materials, Inc., policies; (3) the establishment and implementation of specific policies and procedures within the Environmental Department which promote cost effectiveness, schedule responsiveness, and high quality technical support to management and Environmental Permitting and (4) maintenance of a technically competent staff of Environmental Engineers/Technologists, Environmental Technicians, and Permitting Technicians to perform permitting operations. Ensures internal determination and preparation of permit modifications, applications, regulatory correspondence, and associated data management. Works directly with other departments, branches, external regulatory agencies, and the Government to ensure successful implementation, communication, and adhesion to permitting requirements. Duties of the position focus on managing resource needs in support of overall TOCDF permitting, miscellaneous permit modifications, and routine environmental reports.DESCRIPTION OF DUTIES:1. Reviews and directs technical issues pertaining to documentation which is submitted to DSHW, other state agencies, EG&G Document Control, and the Government. Approves various documents which requires both regulatory and technical knowledge. Must review other department and agency documents for environmental permit impact, regulatory and/or legal appropriateness and consistency with plant design.2. Responsible for miscellaneous permit modifications and submittal of routine environmental reports.3. Supervises permitting environmental technicians, environmental engineers, and technologists in the management of site permits. Provides notification and interpretation of permit requirements, modifications, and changes to EG&G compliance personnel. Updates and briefs management on reviews, audits, schedules and coordination of permitting activities.Serves as a primary company liaison with Utah DSHW with respect to miscellaneous permit modifications, to ensure satisfaction of regulatory requirements in maintaining TOCDF site permits.4. Monitors Environmental department progress against integrated schedule commitments, provides status, and addresses and resource support needs.5. Performs administrative duties to include, but not limited to, preparation of letters of communications with outside agencies and internal memos. Directs preparation of documents for distribution and supervises maintenance of files and databases. 6. Demonstrates leadership, management, and consensus-building skills in the management of multi-departmental document reviews, fact finding assignments, and public presentations of environmental issues.7.
