PROJECTS AND SYSTEMS MANAGER, P.E.

MAJOR FUNCTIONS: Highly responsible professional engineering work and participation in keeping the Solid Waste Division's exceptional performance level by meeting and/or exceeding job requirements and customer expectations coupled with a positive attitude, unparalleled ethical behavior and unquestionable work ethic. Performs detailed engineering planning, studies and design and construction of various projects (i.e., landfill expansion, closure, leachate management, landfill gas, financial responsibility for closure, stormwater management, landfill cover, and landfill access).
ILLUSTRATIVE DUTIES: Prepares layouts, concept design, and final design of facilities for the Solid Waste Program. Acts as a Technical Assistant and advisor to the Engineering Manager. Manages projects under contracts with consultants and contractors. Prepares documents in all phases of a project’s implementation. Provides licensed Professional Engineer signature and seal on supervised work on behalf of the Division including: calculations, studies, designs, cost estimates, construction specifications and plans, construction administration, construction completion reports and certifications, and permit applications. Receives, reviews, and oversees studies, reports, designs, permit applications, construction projects and other work efforts that are performed by consulting engineers and contractors. Insures that contracted services are meeting budgets, schedules and specifications. Prepares and maintains a progress project file which includes schedule information and work activities. Requests support documentation for change orders/requirements, receives bills for services and determines that those services have been performed as required prior to submitting for payment authorization. Performs on-site inspections. Manages projects within the Division budget. Coordinates projects and Division activities with Solid Waste Staff and other County Divisions (i.e. Risk Management, County Attorney, Facilities Management and Purchasing). Reviews proposals for completeness of services, for compliance with County contract requirements, and for fairness of fees. Negotiates the fees and scope of services with the consulting engineer and makes recommendations on the proposal to the Engineering Manager. Performs detail reviews of engineering plans and specifications, from consulting engineers and staff, on construction projects and/or operational requirements for solid waste facilities insuring compliance with all local, state, and federal rules, regulations and laws prior to making recommendation to the preparer. Prepares the agenda request for the Board of County Commissioners’ action on Division activities. Supervises the operation and maintenance of the Leachate Management System for collection, storage, recirculation and disposal. Optimizes the system to minimize the operating costs. Coordinates with staff to achieve environmental compliance. Takes an active role in assisting the Operations Manager on landfill requirements. Assists in determining cover needs and determining long-term, cost effective sources of material. Assists with implementing best management practices, maintaining site ingress and egress, increasing compaction, and minimizing cover usage and production of leachate. Learns the use and maintenance of the automated earth moving and equipment use system and its integration into landfill sequence and volume monitoring. Observes operational processing of solid waste facilities for compliance with permit conditions and local, state and federal rules, regulations and laws. Coordinates Division sections and consulting engineers to interface the design and construction of projects with field operations to achieve feasible, efficient operations. Manages the environmental monitoring program in unison with operations and other staff to ensure compliance with operation, construction and long term care permits issued by solid waste, air, and water management regulatory agencies. Supervises staff and contractors for sample collection, laboratory testing, analyses, and reporting of groundwater, surface water, leachate, and landfill gas. Schedules the preparation of applications for permits and of permit related documents to ensure required submittal dates are met. Provides assistance to the fiscal and customer service sections of the Division. Performs related duties as required.
Job Requirements:
KNOWLEDGE, ABILITIES AND SKILLS: Knowledge of concepts, terminology, principles, practices, and analytical techniques of environmental and civil engineering. Knowledge of engineering design and construction related to Solid Waste operations as well as surveying methods for field measurements and topography. Ability to interpret and utilize various local, state and federal rules, regulations and laws. Ability to analyze and interpret engineering data. Ability to solve engineering problems. Ability to read and interpret complex engineering plans. Ability to prepare engineering plans and specifications. Ability to prepare engineering and administrative reports, letters and memoranda. Ability to monitor and inspect the progress of Solid Waste engineering projects. Ability to use good judgment and make independent decisions. Ability to plan, organize and coordinate work projects. Ability to communicate engineering information effectively both verbally and in writing. Ability to establish and maintain an effective working relationship with employees, officials and the public. Ability to work in the field in all weather conditions. Ability to see, talk, bend, stoop, sit, stand, drive and perform creative writing tasks. Knowledge of computer aided drafting (CAD). Knowledge of and ability to utilize spreadsheet, database, and word processor.
MINIMUM QUALIFICATIONS: Graduate of an ABET accredited four (4) year college or university with a major course work in an environmental or civil engineering curriculum and have a minimum of four (4) years solid waste experience, or other related civil, sanitary, or environmental engineering experiences. Must be a licensed Professional Engineer (P.E.) and be able to obtain registration within the State of Florida within six (6) months of employment. Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification. A comparable amount of training and related experience may be substituted for the minimum qualifications with the exception of P.E. registration.
SPECIAL PREFERENCES: Master’s degree with major course work in Environmental or Civil Engineering.
