Mission Analyst -
Aviation
You will provide programmatic support to perform program assessment, customer engagement, and program management functions. You will also build and implement mission-based strategies, ensure progress and execution through requirements development, program planning, resource management, budget allocation, and performance management, and develop strategies for improved information management and stakeholder communications and collaboration as needed.
Additional Responsibilities Include: Develop requirements, design and coordinate development of aviation programmatic priorities to assist in effectively delivering key projects and initiatives to organizational stakeholders. Prepare documents on various components of the Aviation program.Develop project plans and associated funding requirements for projects and systems.Assist with the development of project management tools, to include repeatable process, procedures and supporting documentation. Engage with other Directorates to ensure they are appropriately integrated into MMD program planning and reporting, and that they receive the support needed to effectively enhance and strengthen the aviation program.Attend technical meetings, workshops, conferences, and in-process reviews as directed by the Mission Manager.Perform technical reviews of Aviation program deliverables and products.Coordinate/organize program reviews, site visits, and workshops of performers within the Aviation program and in partnership with related programs.Maintain a historical timeline of projects within the Aviation program by organizing files/documents associated with projects, contracts and other activities.Provide technical monitoring of active awards/contracts in the Aviation program:statement of Work tasks are completed as negotiated in the award;milestones are met; and,fiscal commitments/obligations/expenditures are appropriate. Recommend redirect or improvements to PM if necessary.
Qualified Candidates Will Possess:Bachelor's Degree in relevant discipline 10 years' related experience Secret security clearance Knowledge of various systems development processes and principles (examples include but are not limited to: modal and multi-modal CONOPS design or analysis, sensor integration design or analysis, detector modeling, architecture modeling, measures of effectiveness or measures of performance, comparative systems analysis, trade-off studies, quantitative risk analysis, cost-benefit analysis, decision analysis). The candidate should have experience in one or more of these (or comparable) areas. Demonstrated experience in project management, quantitative risk analysis, cost-benefit and decision analysis methodologies and applications. Experience developing strategic program design and implementation plans for government organizations. Ability to effectively communicate highly technical information and concepts to non-technical audiences. Experience developing organizational policies and procedures. Understanding of the Systems Development Life Cycle (SDLC) process. Strong ability to gather data, compile information, and prepare reports and briefings. Desired Skills: Certified Project Management Professional (PMP), with experience developing project schedules, managing resources, and coordinating efforts of multiple, diverse service providers, and tracking progress against achieving agreed upon milestones and deliveries. Knowledge and technical experience in nuclear technology, systems, and applications preferred, including radiation detection and monitoring technology and programs. Familiarity with various elements of the civil aviation domain (or a keen willingness to learn), such as aviation safety, security, and airport screening processes, aviation regulations, etc. Experience developing statements of work and procurement requisitions for the acquisition of services and/or products. Knowledge of various government procurement, contracting, research and development award vehicles. Demonstrated ability to plan, initiate, coordinate, and execute a variety of tasks or special projects of varying scope and complexity. Knowledge of various government policies and procedures. DHS administrative procedures experience a plus.
