Homeland Security/Emergency Management Systems Engineer Description:Job Description - Provide system engineering approach and technical team leadership to the development and execution of strategies for enhancing planning, preparedness and response (PP&R) capabilities in the US. Provide expertise and leadership to establish, maintain, and strengthen APLs systems engineering and trusted agent roles for PP&R sponsors. Participate in developing current APL programs in the Prevention, Preparedness & Response (PP&R) area. Interface with national, state, regional, and local government stakeholders to facilitate requirements development, analysis, and validation. Support JHUAPLs Homeland Protection Business Area Programs and Projects with subject matter expertise. Duties - Interact with DHS, FEMA, First Responder Communities, NCR, FEMA Region III States, and other state and local related entities regarding current and future activities related to PP&R development, implementation, and assessments. Coordinate and participate in PP&R systems engineering activities that support PP&R sponsors. Engage with the broader FEMA, DOE, DoD, DHS, EPA and other federal partners with regards to program/project development, technology and operational needs of the public safety community.Qualifications:Required - Bachelors Degree. Previous experience and strong track record in leadership and management positions. A minimum of five years experience working across and/or with civilian public safety communities including program/project development, incident command, and first response capabilities. Experience working in an emergency operations center (EOC) environment and/or incident command environments. Experience and broad understanding of incident command, all-hazard emergency response, CBR hazards response systems, fire rescue services required and/or emergency medical technician. The candidate must also have experience developing and sustaining working relationships with customer/sponsors that are first responder/public safety mission focused. Working experience with local, state and/or federal, resource and acquisition activities. Ability to support and participate in a collaborative team environment. Excellent communications skills including demonstrated history mentoring and facilitation. Desired - MS in scientific discipline or advanced studies in management and/or policy field. Emergency medical experience preferred (e.g., EMT, firefighter, or paramedic). Experience in interacting with a variety of government officials and DHS civilian executives and managers (SES and GS 15). Experience in developing and participating in training and evaluation activities especially focused towards emergency management. Experience with automated command and control, situational awareness and data fusion and EOC technologies.
