US Citizenship Required14 years of equivalent specialized training and work experience OR a Bachelor's Degree and 6 years equivalent specialized training and work experience OR Master's Degree and 4 years equivalent specialized training and work experience. Job Description : Scope of Work: Support Engineering and Procurement by preparing cost estimates specifically designed to facilitate contract administration/negotiation and budget/cost administration at a chemical weapons incinerator. The individual will perform independent analysis of subcontractor rates and bid information to verify that the proposed costs represent the best value to the Government. Individual will perform research into market rates for different labor categories as well as manufactured and commercial products. The individual will also perform estimating functions for contract change proposal. Duties may include the following:a. Apply understanding and use of a number of basic pricing models in verifying rates.Utilize different sectors of the vendor community and understand the difference in pricing structure used by staff augmentation companies as opposed to engineering and technical entities. Incumbent will be familiar with types of products used by the company and will independently verify the pricing associated with these productsUtilize analysis tools, particularly spreadsheets to produce reports ranging from an informal nature to reports used by Company Counsel in developing Company positions relating to contractual issues. C. Prepare analyze, negotiate and distribute cost estimates for multiple users for diverse technical contents and application under general guidance of the Manger. D. Support all levels of the organization in the preparation of cost estimates for construction prospects, bid analysis, operating/departmental budgets, specialty studies, cost benefit analysis or services to aid management in bidding on or determining price of products or services. E. Analyze specifications, blueprints, proposals and documentation to prepare tie, cost and labor estimates F. Apply knowledge of construction and maintenance techniques, computing cost factors, and conducting specials studies to develop cost related data and consult with clients, vendors, etc. to discuss estimates and resolve issues. G. Analyze and utilize software/programming techniques to convert data maintained in a variety of databases into a form suitable for submission as budgets into the PIMS system consistent with EVMS requirements. H. Prepare estimates and proposals consistent with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS) and generally Accepted Accounting Principles (GAAP) requirements. I. May assist management with strategy development of long range requirements for data base administration j. May assist in the activities related to data planning and developing the establishment of policies and procedures pertaining to database management, security, maintenance and utilization to include the following: Analyze information requirements to determine data base construction and maintenance. Analyze efficiency of database, security of information and the use of new technology Perform research into market rates for different labor categories as well as manufactured and commercial products. Individual will develop annual guidance regarding rates and costing for use by the Company Buyers. The individual will be responsible for providing both informal and on-the-job training to Buyers and various strategies for validating proposed prices and documenting files. In the course of this activity the individual will provide a review of all aspects for documentation process and assure that there is a standardization of purchasing files.Provide guidance and direction to Buyers relating to Subcontract pricing. Duties include, but not limited to:a. Developing and conducting internal training related to a variety of pricing techniquesb. Monitoring and assisting Buyers in their Administrative functions.c. Performing spot audits of Purchasing filesd. D. May be call upon to participate in Selection Panels.e. May direct or coordinate the activities of one or more BuyersProviding assistance to CAMs, Requisitioners, and Buyers in the form of instruction, guidance and recommendations, in relation to pricing and Industry Standards. Duties include, but not limited to:a. Acting as a Cost Price and industry resource.b. Recommending alternate pricing techniques for Buyers.c. Providing individual and small group instruction related to pricing.d. Acting as an intermediary when needed between Buyers and Subcontractors. : : EOE M/F/D/V
