Engineering Division Manager
Requires a bachelor's degree in engineering in an engineering discipline such as mechanical, electrical, electronics, civil, structural, industrial or chemical engineering. Masters degree is preferred. PE license required. A minimum of fifteen years general experience in Operations, Maintenance, Manufacturing and/or engineering related field with five years specific experience in management of Government facilities operations and maintenance contract on a large scale. This includes management of multi- discipline engineers. Requires personnel management skills to organize, lead, and motivate a peer group/team of managers, engineering, work management personnel and others. Requires excellent written and oral communication skills; working knowledge of information technology; knowledge of NSMS and related DOD and MIS systems used in Government contracts preferred and the capability to relay technical and budgetary planning information. Must possess excellent organizational and planning skills, ability to manage many complex priorities concurrently and work in mobilization tempo environment. Must be articulate, creative, problem solver, decision maker and change agent.Also requires thorough knowledge of general business principles, Federal Acquisition Regulations, NASA supplement thereto, contract flow down clauses and other related Federal, State and local statutes. Must be able to pass a NASA Background Check. Job Description : This position is contingent upon award of the MSFC Michoud Manufacturing Support and Facility Operations Contract (MSFOC) expected to start in the October 2008 time frame. Position may require employment during the contract transition phase starting in October 2008.Perform functions to plan, manage, control, direct and coordinate the overall activities of Plant Engineering, Project Engineering, Design Engineering and Systems/Sustaining Engineering personnel to fulfill work requests in compliance with the MAF and as required by NASA or contractually as related to the business of the unit or section, working within the limits of established policy, procedures and implementing instructions. Accountable for sustaining engineering, facility projects, project management, professional engineering services, facility project implementation, production budget and capital equipment projects planning, master planning support, real property accountability, facility space utilization, facility condition assessments, construction support services, activation and turnover, SPECSINTACT, engineering and water conservation, and asbestos managementProvide leadership to a group of senior engineers, engineers, associate engineers, and other personnel who exercise full responsibility for all technical, budgetary, administrative, and coordination functions related to a specific set of assigned systems and program elements (e.g. Facility Condition Assessment, Long Range Maintenance Planning, Energy Conservation & Management, Work Surveillance, Reliability Centered Maintenance, Predictive Testing & Inspection, etc.) to ensure that they met customer and user requirements and expectations in cost, quality, and schedule requirements.Position Responsibilities: -- Management of scheduling principles and practices and apply to assigned projects. -- Leads project team in the development of a schedule that identifies the activities necessary to produce the products and/or services requiring completion during project execution.-- Perform baseline schedule maintenance and control by obtaining activity status reports, updating schedule with status, reviewing and performing analysis of schedule progress.-- Perform analysis of schedule and cost variances and identify trends or potential problem areas and make determinations/ recommendations for corrective action.-- Identify and assist in the development revisions to current process/procedures and/or new processes and procedures to support future strategic business directions.-- Submit monthly reports that include cost and schedule variance issues, impacts and corrective actions, trend reports, and accomplishments relative to the scope of work. : :
