SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:

·To serve as a senior professional electrical engineer, performing project management duties in support of design projects, construction projects, and facilities maintenance efforts for military / commercial / industrial / institutional sectors.

 

ESSENTIAL DUTIES & JOB FUNCTIONS:

·Acts as the OPR (office of primary responsibility) for projects assigned to insure programming requirements are complete, design requirements are complete, funding coordination is complete in order to deliver a complete project, ready to advertise for construction contract award. 

· Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of electrical engineering and cathodic protection systems.  Applies experienced judgment in researching, developing, and preparing conceptual designs and quantitative criteria, cost estimates, and time schedules for large and complex facilities and utility systems projects.  Develops and compares alternative layouts or designs which utilize equipment of various kinds and capabilities in diverse physical arrangements.  As a senior engineer/project engineer, manages a project design team for large multi-phase facility and utility projects.  Provides guidance to team members, monitors their progress throughout the project, and gives input to supervisors on performance.  Conducts and/or participates in design review and progress meetings.  Maintains current electrical engineering data for assigned projects.

·Serves as an electrical engineering consultant on all electrical design aspects of assigned projects.  Provides professional consultation on a wide range of electrical engineering issues and problems.  Provides advice to requesting organizations.  Interfaces with contractors, NAVFAC / USACE, architect and engineer (A&E) firms, and contracting officers / customers to resolve unforeseen problems during design, identifies regulatory constraints, and facilitates the exchange of information to expedite work.

·Coordinates the preparation of and reviews A&E statements of work (SOW).  Provides standards and criteria for specialized, difficult, or unusual project requirements.  Reviews preliminary and final engineering plans, specifications, and cost estimates of A&E firms or other government agencies to ensure design excellence and compliance with specifications.  Serves on A&E boards and acts as the technical representative to the contracting officer in negotiation and administration of design contracts.  May be involved in construction contract source selection boards.  May act as a technical expert for the contracting officers / customers on dispute claims resolution for contract work.

· Coordinates projects with engineers in other disciplines or with architects. Applies knowledge of other disciplines to determine coordination effort required to address various design considerations.

· Keeps abreast of emerging technologies for programmed development. Uses computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work.  Keeps current on relevant software applications.

· Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.  Observes that federal, state, and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities and infrastructure.

· Provides technical guidance and limited supervision to junior electrical engineering personnel when required.

· Performs other duties as assigned.

 

JOB REQUIREMENTS

Mandatory: 

· Ability to work in the United States, including U.S. territories.

· Baccalaureate degree in Electrical Engineering from an ABET accredited, 4 year university.

· Valid Professional Engineering license in an Electrical Engineering related field from one of the 50 United States, or territories including Guam.

· A minimum of 8 years of experience in the field of electrical engineering.

· Professional knowledge of a broad range of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines.

· Knowledge of a broad range of electrical engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.

· Knowledge of local, state and federal environmental principles, practices, procedures, and regulations.

· Ability to plan, conduct, and record site/facility surveys and inspections.

· Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

· Ability to plan and organize work and coordinate with the work of other engineering and architectural disciplines.

· Ability to communicate effectively both orally and in writing and maintain good working relations.

· Knowledge of functional design techniques and skill in preparing preliminary drawings, sketches, and construction drawings.

· Knowledge of drafting techniques and drafting skill sufficient to convey design concepts and ideas and formulate working drawings.

· Ability to plan and monitor large-scale facilities projects so as to assure compliance with applicable objectives, standards, and requirements.

 

Preferred: 

· Experience managing project financials and overall office financial performance.  A clear understanding of accounting cost & revenue reports.

· Knowledge of standard contracting regulations, practices, and procedures.

· Advanced degree in Engineering, including familiarity with project management or related building sciences program.

· Advanced degree in Government Contracting or related field.

· Comprehensive knowledge of the DoD organizational structure.

· Membership in professional engineering organizations.

· U.S. citizenship and ability to obtain required security clearances.

· Knowledge of standard contracting regulations, practices, and procedures.

· Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.

· Knowledge of program planning and budgeting cycles, financial control and budget systems, and management.

· Knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

· Familiar with DoD procedures, programs, methods, regulations and resources.

· Knowledge of AutoCAD version 14 and higher.
