DSA Operator
POSITION IS ON DAY SHIFT:Incumbent must possess a High School Diploma or equivalent + 2 years related experience in an operator of field technician position in a related environment (specialized education or Vo-Tech training may substitute for experience). In addition, the incumbent must be able to demonstrate good judgment and ability to read and comprehend explicit operating procedures and plant processes. Incumbent must also be able to demonstrate ability to review and maintain accurate records necessary to ensure conformity to established requirements in a highly regulated environment. Prior experience dealing with people, maintaining records, working with protective clothing and equipment, and working in an operator position, preferably in a chemical, nuclear, petrochemical, power plant or refinery, highly desirable but not required. Job Description : DESCRIPTION OF DUTIES:1. Under daily direction from the DPE Support Area (DSA) Lead, follows procedures necessary to prepare equipment and safely equip employees for DPE entries. Duties include, but are not limited to, the following: Unpacking and inspecting DPE suits for quality and integrity of the suit to ensure that the protective clothing meets acceptable standards and requirements necessary to protect an individual during a toxic entry. Rejects any protective clothing that is deemed unacceptable. Gathering and coordinating equipment and required documentation necessary to start a DPE entry and successfully process the entrant through. Such duties associated with staging entry are necessary to ensure entries are completed in compliance with established policies, procedures, and requirements. Setting up DPE communication system and reliable communication between the DSA, Control Room, entrants, and emergency back-up personnel. Completing suit sealer test/tensile testing. Dressing and transporting entrants to the MDB. Reading ACAMS to determine the level of toxic agent contamination and determine the appropriate procedural steps that must be followed to guide an entrant through the building exists. Performing Mod A and Level B backup duties for DPE entries which includes fulfilling any requirements necessary to ensure DPE entrants are safely removed from any toxic areas during emergency situations. Is also responsible for following procedures established to ensure the safety of others is the primary concern associated with emergency situations. Taking charge of airlock egress during hot cutout or upset conditions. Ensuring DPE entrants are observed from start of entry until the entrants are at the Clinic. Acting as a key holder/door guard to control entry into limited or exclusion areas and preclude unauthorized access to areas containing chemical agents. Handling suits, TAP Gear, and other hazardous materials which were generated during entries, which include entering airlocks and monitoring bagged wastes and other items. Ensuring DPE transporters are fueled and in good working condition. Assisting in troubleshooting DPE communication problems.2. Inspects and maintains accurate records of all entries, materials, and other related items. Duties include, but are not limited to, the following: Maintaining accurate records of entrants, training requirements/entrant eligibility, certifications, and issued material. Maintains responsibility for recording daily events to include ACAMS readings, identifying numbers associated with issued materials, daily events, and emergency situations. Such records must be maintained in compliance with the associated 40 year records requirement. Performing reviews of controlled documents (i.e. Standard Operating Procedures and Project Regulatory Procedures) to verify that procedures are current and reflect the appropriate manner in which each task must/should be accomplish. Reviewing and signing all changes as required. Completing record keeping of all TAP gear issues, and ensuring they are returned to Laundry for inspection. Keeping records of all DPE suits unpacked. Maintaining a detailed logbook of all DSA operations. Communicating with the other DSA Operators to ensure all job tasks are completed after they leave shift.3. Performs DPE, Level A, B, or C entries into the chemical exclusion area to complete such tasks as environmental inspection or be a member of the two person team to do PM's.4. Performs weekly and monthly function tests on survivor Self Contained Breathing Apparatus (SCBAs), ensures air bottles are filled and maintained. Performs repairs and adjustments to SCBA as required. Conducts flow tests on backpacks.5. Perform Life Support Systems (LSS) blow down weekly. Ensures the LSS air tanks are full and ensuring DSA LSS air compressor is functioning.6. Keeps DSA clean and well stocked. Ensures all equipment is clean and returned to service.7. Serves as an escort for international inspectors requiring entry into chemical exclusion areas. Duties include maintaining responsibility for inspector's accountability, guiding them through restricted areas, and informing them of site policies, procedures, and requirements.8. Performs duties of a chemical exclusion area door guard.9. Brings obvious deviations or inconsistencies to the attention of Operations Supervisors.10. Attends training to ensure safety and environmental rules are understood and enforced.11. Supports the TOCDF safety culture by performing all duties in accordance with the below listed safety responsibilities and enforcing a safe work environment.12.
