 Role and Scope of Position:

 Provides general supervision and oversight to the fixed asset accounting staff.  Responsible for the timely and accurate compilation and analysis of construction work in progress, fixed capital, detailed property records, miscellaneous billings, and book depreciation.  Maintains the construction work order system to capture and report construction costs.  Responsible for the timely and accurate billings, such as billings to business partners, contractors, utilities, and new construction customers.  Ensures that all records and billings are accounted for in accordance with generally acceptable accounting principles.  Provides analysis to ensure the accuracy of methodologies used in the billing process.  Plans and organizes the direction of subordinates to produce financial information needed to operate the Company.  Provides direction to staff on accounting matters. 

 

 Essential Functions:

 

 -Supervises the preparation of miscellaneous billings; and the preparation and maintenance of the records of investment in property, plant and equipment.  Ensures that records are complete, accurate, and are kept in accordance with GAAP, and in compliance with the FERCDTE Uniform System of Accounts, while meeting internal and external deadlines.

 

-Interfaces with other departments to ensure they are provided the data needed for studies and financial reporting to management and regulators, such as determining the net value of assets for sale, providing information for bondable property base, supplying insurable values, and information for cost of service studies.

 

-Recommends and implements fixed asset and billing policies, procedures and standards.

 

-Participates in the budget process, and in internal, external and regulatory audits.

 

-Oversees the reconciliation of sub-ledger accounts related to billing and advances with the general ledger and coordinates the resolution with the responsible parties such as Customer Service, Treasury and Accounting. 

 

 

 

Qualifications:

 

 Technical Knowledge/Skill: Requires knowledge of GAAP and FASB.  Also requires an understanding of all accounting computer applications, written and oral communication and human relation skills.  Ability to use PC desktop applications (e.g., Microsoft Word).

 

Education: Requires a Bachelor’s Degree in Accounting, Finance, related discipline or equivalent experience.  MBA preferred.

 

Experience: Minimum of three (3) years related experience.  Prior supervisory experience preferred.

 

Licenses & Certifications: Certified Public Accountant designation preferred.
