Career paths allow development and job growth, as well as flexibility to move across and among different positions.  Position Summary The Senior Regulatory Analyst provides skilled analytical work of high complexity and scope in support of regulatory proceedings.  Analytical work may involve high level support to regulatory functions, such as forecasting costs, revenues, sales, and rate trajectories; developing revenue requirements and cost recovery proposals; developing and administering advice letters and tariffs; developing policy and programs; conducting research; and supporting witnesses and the case management process.  This position resides in the Electric Rate Section at PG&E and focuses on design and analysis of electric rates.  The Senior Regulatory Analyst may serve as a witness on issues of low to moderate complexity.     Responsibilities:  Regulatory Filing and Reporting:  Prepare and sponsor expert witness testimony, exhibits, workpapers, and discovery responses in regulatory proceedings on issues of low to moderate complexity; Support the senior or principal case manager and/or witnesses in the case management process.  Analyze and summarize testimony, reports, pleadings and discovery responses prepared by PG&E, other utilities, regulatory agency staffs or intervenors, identifying impact and preparing recommendations to management.  Provide updates to project management team and other key stakeholders; Working with Regulatory Relations and other departments, prepare and manage complex advice letters to implement decisions or achieve other Company goals.  Work with Commission staff to ensure timely approval of advice letters.  Track and monitor status.  Data Analysis: Develop and/or revise regulatory accounting mechanisms, electric rates including cost recovery proposals, and other analyses for submittal in regulatory proceedings. Obtain and analyze data for inclusion in exhibits and reports for internal management and/or for submittal in regulatory proceedings.  Develop, revise, and/or maintain moderately complex computer models needed to support these analyses.  Analytical models may include forecasts of revenues, sales, loads, costs, and rate trajectories, and revenue allocation and rate design.  Analyze and interpret regulatory proposals, legislation, and other relevant materials, preparing summaries and recommendations to management.  Prepare and implement advice letters including revisions to preliminary statements and rate schedules. Provide regulatory analysis to electric rate initiatives. Policy and Strategy Analysis:  Provide analytical support for regulatory, policy and business initiatives related to electric rate design.  Assist senior and principal case managers and PG&E business units in evaluating and developing recommendations on cost recovery, ratemaking, customer program, and electric rate issues.  Analyze and summarize key regulatory proposals, pleadings, and decisions to identify issues of significant financial, strategic or policy impact to PG&E.  Maintain knowledge of key governmental, regulatory, and political issues.  Prepare strategic briefing materials and/or communications for senior management, client organizations, and regulators. Compliance:   Implement regulatory decisions, including creating and/or revising complex tariffs, billing, and accounting rules, working with representatives from Regulatory Relations and other departments.  Ensure compliance items are appropriately implemented and rules are correctly applied.  Prepare complex data and other reports for submission to regulatory agencies to fulfill compliance requirements.  Prepare and update internal status reports to inform PG&E's leadership team and ensure compliance items are identified, tracked, monitored, and implemented.    Tariff Development and Implementation:  Design and implement new tariffs or programs of high complexity in response to regulatory decisions or business initiatives.  Modify existing tariffs in response to regulatory decisions or business initiatives and implement changes.  Maintain knowledge of functional lines of business to facilitate meeting both business and regulatory needs. Public Contacts and Advocacy:  Represents PG&E in public when required on issues related to electric rates, communicating PG&E's positions clearly and effectively. Required:·        BA/BS in Business, Math, Finance, Economics, Accounting, Engineering or related quantitative discipline·        Skilled knowledge and understanding of the regulatory environment.·        Basic knowledge of and/or experience in the functional lines of utility electric and gas business, including generation, procurement,  transmission, distribution and customer services.·        Moderate to skilled understanding of revenue requirement, cost recovery, policy development, and electric rates and related programs (e.g., electric or gas procurement, demand response and energy efficiency).·        Understanding of rates and tariffs theory and process.·        Skilled in use of MS Word, Excel, PowerPoint.·        Excellent written and verbal communication skills.  Must be able to communicate clearly, concisely and effectively.·        Excellent analytical skills as well as excellent project management skills·        Demonstrated ability to act independently, develop project plans and meet deadlines.·        Ability to quickly gain knowledge and comprehension of new subject matter areas.  Desired:·              MBA/MA/MS·              3 to 5 years utility regulatory or related experience including analysis of rates.  Electric rate design experience   Equal Employment Opportunity, M/F/D/V.  POSITION INFORMATION Job Title: Sr. Regulatory Analyst - Electric Rates Company: Pacific Gas & Electric Company Location: San Francisco Job Type: Full Time, Employee Industry: Energy and Utilities Occupation: Sr. Systems Analyst Career Level: Experienced (Non-Manager) CONTACT INFORMATION Company: Pacific Gas & Electric Company Contact: Acquisition, Talent Address: San Francisco, CA 94101 Reference Code: 08000961
