Senior Government Contracts Specialist

American States Utility Services (ASUS), a subsidiary of American States Water Company, is a rapidly expanding leader in the privatization of water and wastewater systems. We exist to serve our military men and women and their families.

 

Established on military bases throughout the U.S., ASUS contracts with the U.S. government to provide operation and maintenance and construction of water and wastewater systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

                                         Assists in the development of Pre-award Milestone Acquisition Plans, Justification for Approvals for other than full and Open Competition, Small Business Subcontracting Plans, and all post-award administration contract actions Responsible for performing/assisting with market research and, in coordination with ASUS subcontracting staff, oversees compliance with company’s supplier diversity program, including adherence with Federal Government Small Business Administration (SBA) requirements and prime contract Small Business Subcontracting Plans Prepares amendments, develops competitive range determinations, performs price/cost analysis/realism on prospective proposals, and assists the Director of Contracts in the development of the recommended negotiation position Assists with or performs proposal development and attends pre-proposal conferences with Governmental entities Performs prime contract post award administration including conducting post-award conferences with the contractors and governmental entities to provide information and to clarify standard and special contract provisions when appropriate Maintains communication with government representatives (including Contracting Officers and Contracting Officers Representatives) for each base to, in coordination with local Utility Manager, maintain good business relationships and help to ensure satisfactory performance and to resolve identified issues Analyzes and determines appropriate contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and corporate policies; communicates results to appropriate company personnel Analyzes new laws, regulations and contract trends for potential impact on company contract policies or terms Provides guidance and interpretation of contract policies and procedures as generated by the Department of Defense, Defense Logistics Agency, Defense Energy Support Center or other relevant government agencies Takes the lead in the identification, development and implementation of new contract policies, procedures and processes Coaches and develops contract management team members to assume more complex contract activity Acts in the place of the Director of Contracts with respect to government contacts when required

 MINIMUM POSITION QUALIFICATIONS:

  Bachelors degree in business administration, finance, accounting or closely related field AND no less than 7 years of experience, including at least 4 years of progressively responsible contract management experience. Experience in government contracting, including working knowledge of FAR and DFAR provisions and understanding of DCAA and DCMA operations Proficient  in the use of computerized office equipment and programs (e.g. MS Office, MS XP, MS Vista) Expert knowledge of contracting concepts, policies, laws and regulations (including women, minority and disabled veteran-owned businesses) Excellent negotiation skills Excellent communication (both oral and written) and analytical skills Good to excellent presentation, leadership and management skills Ability to work independently to resolve issues Ability to research, interpret and compile analytical data Ability to work within a team environment to achieve mutual goals Certified Professional Contract Manager (CPCM) or Certified Associate Contract Manager (CACM) preferred Membership in National Contract Management Association a plus
