Responsibilities:This position's expertise will focus their efforts in one or all of the the following;  pre-fabrication of various component parts and complete assemblies such as drilling and production jackets and topsides, FSO/FPSO's, various types of production modules.  In the construction of both onshore (buried and above grade) and offshore pipelines.  In onshore facilities construction such as LNG production and re-gasification facilities, land based petroleum production units, refineries. In offshore facilities construction/installation such as various types of drilling and production platforms, FSO/FPSO, etc. A desire to expand into other areas of the Upstream and Downstream petroleum construction business (onshore installations, offshore installations, pipelines, fabrication, etc.) will be expected.  This role will be accountable for ensuring that a relevant construction, commissioning, and handover based approach that is rooted in identified and consistently implemented best practices is developed and employed for the execution of all capital projects. Advocate HSE performance as a core value and not as a priority that can change under differing circumstances. Promote 'Construction Management' as a core discipline competency. Participate in global construction community definition (i.e. who, where, skills level, mis-matches, solutions, etc.) Prepare global construction community development, transition, and deployment plans Maintain meaningful transition work volumes to support construction personnel relocation and temporary center assignment during project transitions Support construction, commissioning, and handover strategy and execution plan development at global, regional, local, and individual project levels Support risk identification, the development of avoidance/mitigation plans, and assist in their implementation Bring an understanding of Contractor capabilities, concerns, limitations, and un-tapped opportunities to bear in project plan development Continue to grow existing and new Contractor relationships Support the selection of capable Contractors Support the development and implementation of contracts Advocate for and capture lessons learned from all project phases with an eye to continuous improvement of the construction, commissioning, and handover processes Continue to develop global construction, commissioning, and handover standards, procedures, etc., and assist with their implementation Assist with the capture and development of tools, guidelines, and go-by's designed to assist project teams with the development of all aspects of construction, commissioning, and handover preparation and execution Advocate for and support technology implementation in the construction, commissioning, and handover processes Assist in the determination and capture of relevant construction, commissioning, and handover performance measures, and prepare/implement action plans designed to address deficiencies Assist in the development of project engagement plans, participate in all assigned project reviews, and assist in the resolution of identified issues Participate in Network of Excellence (NoE) activities Participate in industry support group forums, conferences, surveys, collaborative groups and use those relationships to drive their activities to benefit the company as well as for building collaborative relationships with others inside and outside the petroleum industry Identify and implement best practices ensuring those practices are captured and made available for others to capitalize on Develop the position to the point that it is sought out for collaborative construction, commissioning, and handover problem solving assistance
 Requirements:Fifteen to twenty (15-20) years experience in major domestic and international capital project construction in the petroleum industry primarily in the fabrication, pipelines, onshore, and offshore realm, though other industry major industrial construction experience may qualify Ten (10) years of direct construction site management experience Working knowledge of all relevant engineering & construction codes and standards Houston, TX based with international travel expected up to 50% of the time Past experience and aptitude for working in diverse cultural environments Proven ability to influence diverse partners to achieve ultimate project success
Preferred Skills:Proven management and staff leadership skills. Ability to bring a diverse construction staff together as a team working to the same end Ability to act as a mentor and coach, and to teach influencing skills Bachelor's degree in Engineering or Construction Management
