About Texas Regional Entity (TRE)
TRE is a functionally independent division of ERCOT. TRE is authorized by NERC to develop, monitor, assess, and enforce compliance with NERC reliability standards within the geographic boundaries of the ERCOT region. In addition, TRE has been authorized by the Public Utility Commission of Texas (PUCT) and is permitted by NERC to investigate compliance with the ERCOT protocols and operating guides, working with PUCT staff regarding any potential protocol violations. TRE is independent of all users, owners, and operators of the bulk power system.
About ERCOT
The Electric Reliability Council of Texas (ERCOT) manages the flow of electric power to approximately 20 million Texas customers – representing 85 percent of the state’s electric load and 75 percent of the Texas land area. As the independent system operator for the region, ERCOT schedules power on an electric grid that connects 38,000 miles of transmission lines and more than 500 generation units. ERCOT also manages financial settlement for the competitive wholesale bulk-power market and administers customer switching for 5.9 million Texans in competitive choice areas.
Summary of Responsibilities:
Assists the Manager, Reliability Standards with activities related to development of the regional standards for the reliable operation and planning of the regional bulk power system. Maintains knowledge of ERCOT Protocols, Operating Guides and North American Electric Reliability Corporation NERC Reliability Standards that form the basis for the ERCOT and NERC compliance programs. Maintains a solid understanding of the ERCOT wholesale market and takes a supportive role in working with stakeholder groups regarding reliability standards.
Essential Job Duties:
• Develops strong working relationships with market participants and ERCOT ISO.
• Assists in coordinating the development of the regional reliability standards with other related regional reliability development projects.
• Solicits and incorporates compliance program inputs to regional standards in development.
• Assists in coordinating the review of Protocols and Operating Guides, and all proposed revisions, for conflicts with NERC Reliability Standards.
• Develops and maintains working knowledge of ERCOT operations needed to support external and internal business needs.
• Reviews postings of NERC Standards and related material for impact on the compliance program.
• Develops and maintains strong expertise in all Texas RE processes and procedures.
• Assists in facilitating the process for developing regional standards for ERO approval and filing.
• Communicates program requirements to market participants through informational meetings, website postings, and other means.
• Assists in ensuring that all program requirements are valid, measurable concerns for grid reliability and recommend improvements as needed. Sees that measurement processes are fair and can be administered consistently.
• Participates in the NERC Standards Development Process.
• Assists in coordinating activities related to evaluation, preparation and submittal of regional standards package to the ERCOT Board of Directors, NERC and FERC.
• With ERCOT ISO staff and stakeholder groups, assists in preparing Regional responses to NERC inquiries.
Education:
• Bachelor's degree in Business Administration, Economics, Engineering or related field.
Work Experience:
• Minimum of 2 years, hands on, regulatory/standards work experience in a utility industry or related industry that is subject to regulations or standards such as ISO 9001.
• Computer work experience with processing detailed customer/client information, posting information on a website and working with databases.
· • Sound experience dealing with outside customers/clients who represent medium to large companies.
· • Prefer someone with exposure to bulk electric systems operations and planning.
• Prefer technical writing experience of policies and procedures.
