Project Manager (Electric)
NOTE: Primary focus will be in the areas of Electric Project Management (Substation, Switching Station and outside plant), including potential 69kV Transmission Projects.
Responsible and fully accountable for the full life cycle management of multiple large multi-discipline Electric, Gas or Other Utility projects from time of assignment to commissioning, closeout and turnover to operations. Responsible for ensuring that project objectives are successfully achieved (ie., safely, within scope, on schedule and within budget). Implement the Project Management Program. Assemble and lead project teams commensurate with project needs. Ability to influence/negotiate for shared resources.
Maintain project plans and schedules, conduct project reviews, resolve issues and get required associates and groups involved to ensure that the project plans are professionally and comprehensively planned and executed. Support project review and approval. Manage preparation of bid specifications, procurement of material and services, construction, contractor and vendor performance, labor relations, safety, quality control, permitting and licensing, outage planning, scope change control, environmental compliance, public relations, progress reporting, cash flows, execution and closeout reporting.
Represent the Company with the General Public and Public Officials and Planning/Zoning Boards and other Regulatory Bodies, including testimony, as required, to gain necessary project approvals. Ensures that jobsite safety plans are prepared for all projects, tailboard talks are conducted, and JSO’s are prepared. Maintain and apply working knowledge of PSEG Standards for Business Controls and Standards of Integrity and meet management’s expectations for effective internal business controls.
REQUIRED:
.BS in engineering, business, or construction-related field or equivalent experience with 8-10 years of Utility operations and/or construction or project management/project controls experience.
.Five years experience managing and/or controlling small to moderate projects up to $50M.
.Working knowledge of applicable safety rules, environmental regulations and statutes, practices and procedures including safety tagging.
.Comprehensive knowledge of construction-related processes, proven management experience, excellent communicator, good writing skills, schedule-oriented, analytical with respect to processes.
.Focus on measurement of results and familiarity of the use of a balanced scorecard methodology.
.Promote close and effective integration of efforts between unique groups on a project.
.Knowledge of Collective Bargaining Unit agreements.
.Experience with SAP WBS structures and other project management/control & schedule software applications, i.e. MS Excel, Word and Project, Primavera.
.Candidate must obtain Project Management Professional (PMP) certification within 12 months of hire date.
DESIRED:
.Advanced degree in Management, Business or Engineering.
.Professional Engineering License, thorough understanding of PJM rules for the scheduling of Transmission Outages, and 5-10 years experience in the following: Design, engineering and/or construction of Electric Distribution and /or Transmission facilities including overhead and underground construction, manhole and conduit work, and Transmission pipe type cable.
.Electric and/or Gas field operation experience.
.Supervisory experience.
.Estimating experience, preferably for Electric T&D facilities. Project controls, cost control and/or scheduling.
