Position Description:Chevron Corporation is one of the world’s leading energy companies. Chevron Global Downstream is accepting online applications for the position of Project Controls Manager - Small Capital Projects located in El Segundo, CA through September 26, 2008. Overview:The Refinery's Project Control Manager manages the Capital Project portfolio for project controls, monthly management reporting, estimation for small projects, and scheduling for small projects, and integration of all processes with other Chevron Refineries and Chevron capital management processes. Implement project control best practices and consistent usage across the portfolio of small capital projects. Supervise the project controls team which currently consists of a Project Cost Analysts, Schedulers and Estimators.Qualifications:Key Job Responsibilities for this position may include but are not limited to:Refinery Capital Project Controls• Manages the project control function for all small capital projects within a refinery. Work duties include cost control and analysis, change mgmt, scheduling, and cost estimating.• Work processes must be replicated over 40-60 small projects at each refinery.• Develops improvements to project controls work process by working with local major capital projects, finance, procurement and Project Controls Business Improvement Network (PC BIN). Refinery Project Estimate (build and assurance) and Practices• Build and maintain refinery competency and tools in cost estimating.• Develop new estimates for all small projects $100MM in their respective Refinery.• Train and Mentor refinery project engineers.• Champion Best Practices and PRC cost estimating guidelines.• Produce a competency building plan.Refinery Capital Projects Monthly Project Progress Reports• Compile monthly projects control reports for all small capital projects at each refinery.• Send monthly request for data• Produce monthly analysis and variances• Respond to HQ special report requests and ad hoc information needs.Refinery Project Schedule (build and assurance) and Practices• Build and maintain refinery competency and tools in capital project scheduling.• Develop new schedules for all small projects $100MM in their respective Refinery.• Train and Mentor refinery project engineers.• Champion Best Practices and PRC scheduling guidelines.• Produce a competency building plan.Supervision• Refinery Capital Project Estimator (subject matter expert) and project estimators.• Refinery Capital Project Control Analyst(s)• Refinery Capital Project Scheduler(s)Benchmarking• Benchmarks Chevron refinery project controls performance to other refiners and uses findings to lay the foundation for new systems or techniques. Keeps abreast of new developments by establishing and maintaining contacts with network contacts via attendance at annual external project control conference e.g. IPA conference.Required (Basic) Qualifications:• High School diploma or equivalent is required• Minimum of 5 years experience in Refining Capital Project Controls experience.• Candidate expected to show a deep understanding of project controls (estimating, scheduling and cost analysis).• Candidate should be skilled in the application of computer software (Excel, Word and scheduling skills in Primavera)• Demonstrated personal and leadership commitment to Safety, Reliability, and Incident and Injury Free Operations.• Proven verbal and written communications skills to effectively facilitate and influence at a variety of levels across the organization.• Candidate must exhibit strong leadership and change mgmt skills.
