Position Purpose: The Advanced, Renewable, & Distributed Generation Technologies (AR&DGT) program is developing progressive activities that support SMUD's environmental goals to reduce greenhouse gases that could lead to climate change, and to expand sustainable, renewable energy supply for the district. SMUD has been implementing plans for several years to grow the percentage of retail sales supplied by eligible renewable energy resources and has been very successful to date by increasing SMUD's renewable energy supplies by more than 400% since 2004. We are currently seeking an individual that will support AR&DGT's efforts to increase renewable energy supplies to achieve a possible target of 33% by 2020. The primary work will include policy, planning, analysis, procurement and project implementation related to renewable energy at SMUD.

Essential Functions:
This position would work in the overall renewable energy supply area of AR&DGT plus possibly work in the local biomass program. The specific duties, skills, and requirements for this position are listed below.
1. Monitor and summarize policy proceedings at the CEC and CPUC related to RPS and provide recommended actions in response to possible state policy decisions
2. Monitor and draft responses to state and federal legislative proposals that affect SMUD's renewable procurement activities
3. Monitor state and federal agencies to identify opportunities to form partnerships on research, development and demonstration projects that benefit SMUD, leveraging SMUD's public goods funds.
4. Assist in tracking and reporting SMUD's renewable energy supply and TRECs (when eligible).
5. Assist in the implementation of renewable procurement solicitations.
6. Assist in updating SMUD's Renewable Energy Guidebook.
7. Assist in drafting AR&DGT reports.
8. Support the planning efforts of AR&DGT and Business Planning in developing strategies in meeting aggressive 33% by 2020 and 50% by 2025 renewable energy supply goals for SMUD.
9. Provide support to analyses and modeling of SMUD's energy system of supply and demand to determine the best methods and costs of managing intermittent (variable) supplies of wind and solar electricity.
10. Support activities to expand the diversion of problem local wastes (e.g., manures, grease, food) and residues (e.g., agricultural & forest) from traditional disposal methods (e.g., lagoon disposal, burning, land filling) to methods that cleanly generate electricity (e.g., anaerobic digestion, thermochemical gasification).
11. Other duties as required.

Minimum Qualifications:
TECHNICAL SKILLS:
Knowledge of public policy related to renewable energy in California and throiughout the world, skill in evaluating renewable energy policy proposals, and the role and potential of renewable energy and distributed generation in achieving greenhouse gases reduction goals.
Technical knowledge and skills sufficient to evaluate advanced renewable generation & other project proposals, including local biomass projects.
Technical knowledge related to renewable and distributed generation technologies institutional and regulatory barriers and opportunities.
Knowledge of techniques and practices for resolving complex technical and policy issues; techniques and practices related to negotiations and compromise; safety policies, practices and procedures
Procedures and practices for cost control and project scheduling; practices for monitoring and managing projects, resources, schedules, and time management.
COMPUTERS:
Ability to utilize a personal computer and/or computer terminal and systems and programs and use software relevant to the job, including office applications like Word, Excel and PowerPoint.
WRITTEN AND VERBAL COMMUNICATION:
Skill to communicate effectively verbally and in writing; interpret, clarify, understand and analyze verbal/written information and ideas; express and explain ideas, issues, facts, technical information, complex and/or controversial policies, regulations, procedures and/or activities clearly and concisely to individuals or groups, in a manner that is understandable taking into account the nature of the information and the level of understanding of the audience; write technical reports; develop and make oral presentations; respond to and resolve customer issues, concerns and needs.
INTERPERSONAL:
Ability to establish and maintain effective working relationships internally/externally; interact with others to influence municipal governments to adopt policies that support AR&DGT goals; gain cooperation from technical and non-technical staff, consultants and professionals from outside agencies to complete assigned tasks/projects; motivate and challenge.
DECISION MAKING:
Ability to gather data from subject matter studies and identify relevant factors; understand the impact of the relative costs and benefits of a potential action; identify the key elements that must be modified to achieve a goal; identify, analyze and resolve problems with multiple priorities between departments internal and external to the District; use of good judgment based on the preceding actions.
OTHER TECHNICAL:
Ability to read and interpret technical documents, laws, regulations, data sources; compile and prepare technical, and/or analytical reports and presentations.
EDUCATION and EXPERIENCE:
Minimum of Master's degree with a focus on energy or environmental policy or technology development. Any combination of experience and education (typically 5 years) which demonstrates the ability to manage projects involving coordination of cooperative efforts between government and industry, evaluation and resolution of policy and technical issues, performing financial and statistical analyses for technical and program projects, making formal presentations to management and technical and public officials. Progressively responsible relevant work or eductation experience in implementation and management of renewable energy or distributed generation programs or R&D programs a plus. Every two years of full load education or research work in excess of minimum requirements toward a degree in a related field at an accredited university or college will count for one year of work experience.
